About the Role and Company
Join Parsons Corporation to work on one of Saudi Arabia's landmark giga-projects—a visionary initiative aligned with the Kingdom’s Vision 2030 to develop unique global-standard destinations and infrastructure that enhance visitor experiences. This role is pivotal in planning, designing, and managing a state-of-the-art multi-modal mobility network within a city setting, utilizing next-generation smart mobility technologies.
Responsibilities
- Lead the operational management and scheduling of all public and private transit systems, including buses, light rail, autonomous shuttles, and micro-mobility services.
- Manage active mobility infrastructures such as pedestrian pathways, bicycle lanes, and scooter sharing systems ensuring seamless connections between key urban hubs.
- Design and implement transportation plans to manage large events, including crowd traffic diversion, park-and-ride, and transit surge strategies.
- Develop comprehensive emergency mobility plans and quick-response protocols to maintain uninterrupted transport services during incidents or emergencies.
- Oversee the deployment and optimization of Intelligent Transportation Systems including adaptive traffic signals, speed enforcement automation, and real-time transit information displays.
- Collaborate with digital operations to utilize real-time traffic data and AI-based congestion forecasting for enhancing city-wide vehicle flow.
- Manage smart parking systems integrating automated guidance, billing, license recognition, and electric vehicle charging within the broader mobility network.
- Convert transit usage and fee data into financial models aiding cost recovery and equitable infrastructure charging across districts and commercial zones.
- Coordinate long-term asset lifecycle and replacement plans with relevant teams to maintain critical transit infrastructure and equipment.
- Ensure all mobility assets are digitally identified for data-driven maintenance and operational efficiency through SAP EAMS collaboration.
- Serve as the key mobility authority for stage-gate reviews, validating traffic impact assessments and readiness before new transit infrastructure goes live.
- Establish testing and commissioning standards for all fleets and smart systems prior to operational handover.
Qualifications and Experience
- Bachelor’s degree in Transportation Planning, Civil Engineering, Urban Design, Traffic Engineering, or closely related quantitative field; master's degree or MBA in related disciplines preferred.
- Professional certification such as Chartered Engineer (CEng), Professional Engineer (PE), AICP, or ITE certification highly desirable.
- More than 25 years of extensive leadership experience in multi-modal urban transit planning or smart city mobility system operation, including at least 8 years in senior executive roles.
- Demonstrated success in leading giga-scale transit system deployments, autonomous vehicle networks, or advanced smart-city traffic projects.
- Proficiency in micro-mobility logistics, fleet electrification, traffic demand management, and alignment with Vision 2030 sustainability goals.
Technical Competencies
- Expertise in traffic simulation software like PTV VISSIM, VISUM, Synchro or similar platforms.
- Advanced knowledge of operational technologies such as fleet telematics, automated fare collection, and SAP Enterprise Asset Management systems.
- Strong stakeholder engagement and communication skills for presenting complex transit strategies to executives and government officials.
