Senior Consultant - Program Management

Overview

This senior consulting role requires comprehensive expertise in enterprise data management encompassing architecture, integration, quality, governance, and business intelligence, alongside advanced analytics capabilities. Candidates should be knowledgeable about AI, machine learning, generative AI, DataOps, and cloud or hybrid data platform technologies. The position demands mastery of program planning, governance, financial and risk management, stakeholder engagement, and the ability to lead both agile and traditional delivery methodologies within complex programs.

Key Responsibilities

• Lead and hold accountability for the delivery of Data and Analytics Master Services Agreement (MSA).
• Translate client strategies into integrated program roadmaps with defined priorities and measurable results.
• Maintain a unified overview of all projects, managed services, and planned initiatives.
• Serve as the primary contact for program decisions, stakeholder coordination, and escalations.
• Manage contract adherence including service requests, work orders, and statements of work, overseeing deliverables, milestones, invoicing, and contract value tracking.
• Implement governance frameworks defining forums, decision rights, reporting, responsibilities, and escalation procedures.
• Lead steering committees and performance reviews; provide consolidated status reports and executive dashboards.
• Maintain integrated master plans coordinating across platforms, applications, analytics solutions, and stakeholders.
• Establish structured demand management processes for evaluating and prioritizing new requirements.
• Develop strong relationships with client executives, technical teams, partners, and manage escalations effectively.
• Ensure delivery assurance with standardized methodologies, quality gates, and complete traceability in project life cycles.
• Provide operational governance for managed services including incident and service request management, ensuring service level compliance and continuous improvement.
• Manage program financial planning, budgeting, forecasting, cost monitoring, and reporting, addressing variances proactively.
• Administer resource planning and coordination for program management, engineering, governance, analytics, support, and vendor engagements.
• Implement proactive risk, issue, and dependency management frameworks with appropriate escalation.
• Facilitate change management including readiness, communication, training, adoption measures, and business transition planning.
• Drive benefits realization with frameworks for measuring outcomes, value reporting, and alignment of expenditure with strategic priorities.
• Prepare and maintain comprehensive program deliverables such as charters, roadmaps, communication plans, status and financial reports, governance documents, and closure reports.

Qualifications

• Bachelor’s degree in IT, computer science, engineering, data management, business administration or related fields.
• Certifications including PMP, PgMP, PRINCE2 Practitioner for project/program management.
• Agile certifications like PMI-ACP, SAFe, or Scrum Master.
• ITIL certification is desirable; data management certifications such as DAMA CDMP are advantageous.
• A minimum of 15 years in data, analytics, digital transformation, or systems delivery.
• At least 8 years managing multifaceted, multi-workstream programs and large-scale contracts.
• Documented success delivering enterprise data platforms, governance, AI, advanced analytics or statistical systems.
• Strong background in governance, contract management, executive reporting, and simultaneous oversight of project and managed services.
• Experience managing multidisciplinary teams, subcontractors, and technology vendors.
• Prior experience within Qatar or GCC public sector is highly preferred.
