Role Overview
AtkinsRéalis is seeking a seasoned Quantity Surveyor to oversee commercial and cost management for prominent high-rise residential, commercial, hospitality, mixed-use, and large-scale building projects in Madinah, Saudi Arabia. The role involves managing quantity surveying, contract administration, cost control, valuation, variation oversight, and commercial reporting. The objective is to ensure project delivery remains within approved budgetary and contractual limits.
Key Responsibilities
- Develop and scrutinize Bills of Quantities (BOQs), quantity take-offs, and measurement reports for building construction.
- Authenticate quantities and evaluate contractor work progress for payment and interim valuations.
- Track costs, commitments, and expenditure relative to approved budgets.
- Support preparation and oversight of cost plans, forecasts, and cash flow schedules.
- Assess contractor variations, claims, and change orders objectively.
- Generate cost impact reports for changes in design and scope.
- Maintain detailed variation logs, change registers, and commercial documentation.
- Facilitate contract administration in line with project requirements and FIDIC provisions.
- Verify subcontractor and supplier valuations and invoices thoroughly.
- Assist in tender evaluations, procurement processes, and related commercial analyses.
- Conduct quantity verification across civil, structural, architectural, façade, and MEP disciplines.
- Engage in value engineering to identify and propose cost-saving measures.
- Monitor project deliverables against budgets and commercial goals.
- Contribute to monthly commercial reports and management information dashboards.
- Support evaluation of extension of time (EOT) requests and claims, coordinating with planning and contracts teams.
- Collaborate closely with project managers, resident engineers, planners, contractors, and client agents.
- Participate in commercial meetings, progress assessments, and project audits.
- Assist with final account preparation, negotiation, and project closure activities.
- Ensure conformity with internal commercial procedures and governance.
- Identify potential commercial risks and advise on mitigation strategies.
Candidate Profile
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
- MRICS qualification or progression towards chartered status is preferred.
- Professional certifications in Quantity Surveying or Commercial Management beneficial.
- Membership in a recognized professional body is advantageous.
- 10 to 15 years of direct experience in Quantity Surveying.
- At least 5 years focused on high-rise and extensive building projects.
- Experience with consultancy firms, project management consultancies (PMC), developers, or contractors.
- Previous work exposure in Saudi Arabia or other GCC countries is highly valued.
- Hands-on experience through construction phases to final account settlement and project completion.
- In-depth knowledge of quantity surveying standards and industry best practices.
- Understanding of construction techniques for high-rise structures and building systems.
- Proficiency in interpreting architectural, structural, and MEP plans for measurement and valuation.
- Awareness of commercial risk factors and mitigation approaches.
