Position Overview
The Quantity Surveyor will enhance the Cost Capture and Benchmarking Centre of Excellence (CoE), providing cost intelligence and benchmarking support for major capital projects in the UK and internationally. The initial focus is on the UK water sector’s capital investments, assisting in regulated investment planning, assurance, and programme optimization. This role will later extend to sectors like energy, transport, and data-driven environments.
Key Responsibilities
- Develop standardized cost benchmarking across assets, programmes, and portfolios.
- Combine bottom-up and top-down benchmarking methodologies to generate credible sector comparisons.
- Perform element-level, parametric, and allowance-based benchmarking to guide investment decisions.
- Ensure transparent allocation of direct, indirect, overhead, risk, and estimating uncertainty costs.
- Use AACE estimating classification and maturity principles to evaluate estimate strength and risk provisions.
- Contribute to evolving benchmarking frameworks, methods, and data structures.
- Analyze comprehensive cost components including contractor, client, and corporate overheads.
- Create and maintain interactive dashboards (e.g., Power BI) for detailed drill-down analyses at portfolio, programme, and asset levels.
- Deliver clear, evidence-based explanations of cost variances, drivers, and efficiency factors.
- Prepare benchmarking results suitable for regulator submissions, assurance processes, and investment cases.
Mandatory Qualifications and Experience
- A degree or equivalent qualification in numerical, engineering, economics, or quantity surveying disciplines.
- Between 6 and 9 years of relevant experience in cost analysis, cost engineering, project controls, commercial management, or cost intelligence.
- Experience in the water sector or similarly regulated infrastructure environments.
- Knowledge of regulated delivery, assurance processes, and investment governance.
- Understanding of major infrastructure assets such as networks, treatment plants, civils, MEICA, or similar.
- Experience handling cost estimates, bills of quantities, cost databases, or benchmarking systems.
- Capability to interpret and compare cost data across different programmes and asset classes.
- Strong analytical skills with proficiency in Excel and data visualization tools like Power BI.
- Ability to compose defensible narratives for regulators, reviewers, and senior stakeholders.
- Comfort with uncertain, incomplete, and multi-source data management.
Preferred Experience
- Familiarity with benchmarking methodologies including elemental, parametric, top-down, and bottom-up approaches.
- Awareness of AACE estimating classes or analogous maturity frameworks.
- Experience managing large datasets, structured cost databases, or cost intelligence platforms.
- Exposure to regulated sectors and formal assurance systems.
- Knowledge of UK water sector regulations such as AMP cycles, PR24/PR29, and Ofwat expectations.
- Understanding of cost capture frameworks, standardized data models, and structured cost breakdowns.
- Experience supporting multiple projects or portfolios simultaneously.
- Exposure to collaborative delivery or alliance contracting models.
