QA/QC Manager - SWRO Desalination Project

Overview

The QA/QC Manager will play a vital role in supporting the Owner’s Engineer team for the Fujairah IWP project by overseeing quality assurance and quality control activities. Responsibilities include supervising site operations, monitoring construction, testing and commissioning, and managing quality documentation through project close-out. This role ensures that the EPC Contractor's work complies with contract requirements, project specifications, applicable standards, HSE mandates, and client expectations.

Key Responsibilities

• Assist in reviewing and overseeing the EPC Contractor’s quality management for design, procurement, construction, testing, and commissioning processes.
• Evaluate and provide feedback on project quality plans, inspection and test plans, method statements, procedures, material submittals, and related quality documentation submitted by the EPC Contractor.
• Collaborate with site supervision teams to monitor construction quality, conduct site and material inspections, supervise testing activities, and ensure resolution of punch list items.
• Detect quality issues, non-conformances, and repetitive problems; support tracking and closure of corrective actions alongside the Project Company and Owner’s Engineer team.
• Review EPC Contractor progress reports, quality records, inspection and test reports, and handover documents from a QA/QC viewpoint.
• Maintain detailed QA/QC records, registers, and reports to facilitate monthly project reporting.
• Coordinate closely with discipline engineers, HSE staff, document control, and EPC Contractor to ensure consistent adherence to quality requirements.
• Monitor compliance with project specifications, codes, applicable standards, statutory regulations, and project-quality procedures.
• Participate in site, quality, progress, and coordination meetings, following up on QA/QC-related actions.
• Support readiness assessments for pre-commissioning, commissioning, performance, and reliability testing, as well as project handover documentation quality.
• Contribute to continuous improvement initiatives and lessons learned exercises to enhance quality performance throughout the project lifecycle.

Qualifications & Experience

• Bachelor’s degree in Mechanical or Civil Engineering, or a related field.
• 15 to 20 years of experience in large-scale industrial or infrastructure projects.
• At least 5 years in a QA/QC managerial or similar leadership position.
• Proven expertise in seawater reverse osmosis (SWRO) desalination or extensive water treatment projects.
• Deep understanding of desalination technologies, equipment, and construction methodologies.
• Experience working on projects in the Middle East, preferably within the UAE.
• Proficient with project planning and management software such as Primavera P6 and MS Project.
• Relevant certifications like PMP or NEBOSH are advantageous.
• Strong leadership capabilities, excellent communication, and proficient problem-solving skills.
