About the Role and Company

Based in Singapore, this position involves managing proposals from initial identification of prospects through to final bid submission and project setup. The Proposal Manager plays a vital role in driving business expansion by producing competitive and high-quality submissions that align with organizational goals and client expectations. The position focuses on enhancing win rates by fostering teamwork, enforcing governance, and disseminating best practices to drive strategic proposals and ongoing improvements.

Key Responsibilities

  • Lead and manage the entire proposal process, including prospect management, bid development, submission, and project initiation, ensuring alignment with governance and risk management policies.
  • Develop strategic proposals through collaboration with cross-functional teams, covering technical approaches, pricing, and value propositions.
  • Uphold governance standards by acting as the gatekeeper for work winning approvals, chairing governance meetings, and maintaining comprehensive records of bids and opportunities.
  • Advise on and implement competitive pricing strategies utilizing methods such as bottom-up pricing, market benchmarking, and cash flow analysis.
  • Track and analyze business development metrics including bid pipeline status, win/loss ratios, and other key performance indicators; produce customized reports for each Business Unit.
  • Ensure data quality and stewardship in core systems like Oracle Sales, promoting responsibility and accuracy across Business Units.
  • Cultivate strong relationships with internal stakeholders, serving as a trusted advisor throughout the bid process and gathering feedback for continual process enhancement.
  • Lead post-bid reviews to identify best practices and areas for improvement; implement changes to enhance proposal success rates.
  • Conduct training sessions to promote effective work winning methodologies and standardize bid management practices across the business line.

Candidate Requirements

  • Bachelor’s degree in business, engineering, marketing, or a related discipline.
  • At least 6 to 10 years of experience in bid management, proposals, or business development, preferably within the relevant industry.
  • Proven leadership skills with the ability to manage and mentor teams effectively.
  • Strong strategic mindset, commercial insight, and proficient technical writing capabilities.
  • Excellent organizational, verbal, and presentation communication skills.
  • Proficiency in CRM systems, Microsoft Office suite, and collaborative digital tools.
