Overview
JJ Rhatigan & Company, a top Building Contractor in Ireland with extensive operations across Ireland and the UK, is looking to recruit a Project Quantity Surveyor to join their esteemed team in Galway. This role offers the chance to work on high-profile multi-million euro construction projects within a reputable main contractor environment.
Role Objectives
The Project Quantity Surveyor (QS) is responsible for overseeing subcontractor procurement and account management, forecasting financials for monthly project reports, maintaining budgetary controls and cash flow forecasts, and preparing and valuing progress and final payments related to contracts or subcontracts. Additionally, the QS appraises values for construction options and prepares detailed Bills or Schedules of Quantities for materials, labor, and services required in construction and engineering works.
Key Responsibilities
- Take full financial accountability for assigned projects, supervising any Junior or Assistant Quantity Surveyors allocated, including delegating responsibilities accordingly.
- Attend handover and pre-commencement meetings with various departments upon project appointment.
- Re-measure trade packages to correct quantity discrepancies and process tender enquiries accurately.
- Prepare tender enquiry packages in coordination with Contracts and Project Managers ensuring completeness.
- Code bills of quantities in CostX software where suitable.
- Develop QS project budgets (QS1 & QS2 or equivalents) from coded bills and load budget data into SAP.
- Create cash flow forecasts aligned with contract and internal target programmes to monitor progress against plans.
- Select and manage subcontractor tender processes from the company database or externally, coordinating with the operations team and confirming subcontractor interest.
- Perform thorough tender analysis to verify completeness, identify omissions or qualifications, conduct value engineering evaluations, and negotiate as appropriate with design teams and employer representatives.
- Verify subcontractors’ insurance, safety statements, waste disposal permits, and tax clearances prior to order placement, collaborating with the Safety department.
- Conduct pre-contract meetings, issue contract documents, set up subcontractor payment details in SAP, and maintain proper records.
- Maintain comprehensive commercial controls including budgets, cost codes, cost movements, and supporting documentation in company systems and SharePoint.
- Administer contract correspondence, payment applications, valuations, and commercial approvals ensuring compliance with company authority levels.
- Manage change orders and variations by timely notifying design teams, substantiating claims within contract deadlines, and agreeing changes with client quantity surveyors.
- Attend meetings, issue monthly valuations and commercial reports, monitor subcontractor claims per Construction Contracts Act, and maintain tracking documentation.
- Coordinate subcontract accounts close-out including re-measuring at final account, obtaining signed final account letters, ensuring receipt of operational documents, and applying for retention releases at various project milestones.
- Support quality and technical submissions by tracking submittals and Non-Conformance Reports (NCRs) with operations and design teams.
- Coordinate claim events by aligning with Contracts and Project Managers to update construction programmes, issue extension of time claims, and ensure contract compliance to protect entitlements in case of dispute.
- Enforce robust commercial governance maintaining timely contractual notices, comprehensive audit trails, and documentation in SharePoint.
- Lead cost management and margin protection, identifying risks/opportunities early and agreeing mitigation strategies.
- Ensure procurement process compliance with appropriate tender lists, queries, comparisons, and commercial award recommendations.
- Manage payment processes to safeguard cash flow and entitlements including valuations and payment certifications.
- Oversee end-to-end change control ensuring variations are identified, costed, tracked, and recovered inline with contract terms.
- Maintain accuracy of company systems such as CostX and SAP reflecting updated budgets, commitments and vendor details.
- Support team development by supervising, reviewing, and guiding delegated commercial duties performed by junior personnel.
- Drive commercial close-out activities to achieve timely agreement of final accounts, release of retentions, and fulfilment of contractual deliverables.
