Role Overview
The Project Manager position involves comprehensive planning, project design evaluation, construction management, and administrative duties for a USAF engineering contract supporting the Air Force Contract Augmentation Program (AFCAP) at Al Udeid Air Base, Doha, Qatar.
Key Responsibilities
- Conduct planning, review project designs, manage projects, oversee construction activities, and perform administrative tasks as required by the contract.
- Assist in the creation and updating of the Installation Development Plan (IDP), District Plans, and Component Plans, complying with DAFI 32-1015 or equivalent guidelines.
- Support site planning activities following DAFI 32-1015 and document existing site conditions using the Comprehensive Planning Platform (CPP).
- Ensure accuracy and provide updates for planning datasets within the GeoBase program.
- Manage and liaise technically on projects throughout their life cycle, covering new constructions, renovations, and improvements of real property facilities, including infrastructure and building systems.
- Review project designs focusing on maintainability, constructability, safety, communications, and their impact on the station's facilities and infrastructure, providing timely and factual feedback.
- Provide expert consultancy during design reviews with civil/structural, mechanical, and electrical expertise as necessary.
- Verify compliance of construction work with regulations, specifications, and best practices through construction management services, covering contracts by installations, mission partners, and government agencies.
- Monitor construction projects against drawings and specifications; guide quality assurance efforts and facilitate random testing of construction work.
- Document and manage Requests for Information (RFI), assist in resolving construction issues, and track RFIs and submittals electronically with key data points to ensure compliance.
- Assess submittals, offer recommendations, and provide advice when needed.
- Act as a coordinator for construction matters with government entities and contractors; participate in meetings and inspections, and help resolve project-related conflicts.
- Manage project monitoring and documentation, advising stakeholders as necessary.
- Provide weekly project status reports to the Site Manager.
- Conduct weekly site visits, attend inspections, and address identified construction events.
- Analyze engineering plans to identify potential issues proactively.
- Track and report key performance indicators or contract metrics routinely.
- Support or deliver formal presentations to clients and management.
- Perform other assigned duties within the scope of responsibility.
Qualifications and Skills Required
- Possession of Project Management Professional (PMP) certification with a minimum of seven years' experience in project management.
- High school diploma or equivalent mandatory; bachelor's degree in project management, engineering, construction management, or building science preferred but not required.
- Knowledge of planning, programming, project design, management, and associated administrative tasks.
- Completion of AFIT WMGT 301 and WMGT 322 courses within the earliest available sessions after hiring.
- U.S. Navy affiliation required to be eligible.
- Eligibility to obtain and maintain a Secret U.S. Government Security Clearance, requiring U.S. citizenship.
- Valid state or international driver's license and passport needed.
- Proficiency in English reading and writing.
- Excellent communication and interpersonal skills.
- Ability to work effectively within a diverse, dynamic team environment.
- Strong problem-solving aptitude and sound decision-making skills with the ability to meet deadlines.
- Previous experience with overseas government contracts highly desirable.
