About the Role
Join Parsons as a Project Controls & Change Management Manager in Riyadh, Saudi Arabia, where you will collaborate closely with leadership and cross-functional teams across engineering, procurement, construction, commercial, contracts, finance, and clients to evaluate project changes and enable informed decisions.
Key Responsibilities
- Develop and enforce project control procedures, systems, tools, and reporting standards.
- Maintain project control baselines covering scope, schedule, cost, resources, and KPIs.
- Manage and update the integrated master schedule accurately.
- Track and report on budgets, commitments, actual expenditures, forecasts, and cash flow.
- Monitor project performance relative to cost and schedule baselines and identify deviations, risks, and opportunities promptly.
- Coordinate monthly performance reports and executive dashboards ensuring consistent reporting across all stakeholders.
- Lead recovery initiatives for projects facing cost or schedule challenges and support earned value management and productivity analysis.
- Administer the change management process: identify, assess, approve, implement, and close project changes while maintaining all related records such as change registers and logs.
- Evaluate change requests, variation orders, claims, and contract amendments ensuring their impacts on scope, cost, schedule, resources, procurement, compliance, and safety are thoroughly assessed.
- Lead change control meetings and advise project leadership and clients, ensuring authorized changes are properly incorporated into project documentation and schedules.
- Provide leadership, coaching, and performance management for the project controls and change management team while collaborating across all project disciplines.
- Drive governance by ensuring compliance with company policies, contractual requirements, and standards, supporting audits and continuous process improvement.
Required Qualifications
- Bachelor’s degree in Engineering, Construction Management, Project Management, Quantity Surveying, or related discipline.
- At least 20 years of experience in project controls, cost control, planning, contract administration, change management, or project management.
- Experience in EPC, infrastructure, energy, manufacturing, or industrial projects involving engineering, procurement, and construction.
- Comprehensive knowledge of project change control, cost and schedule management, and contract administration practices.
- Skilled in interpreting project documentation such as drawings, specifications, schedules, contracts, and estimates.
- Strong analytical, organizational, documentation, and communication capabilities.
- Proficient with Microsoft Office suite including Excel, Word, and PowerPoint.
- Familiarity with project control and document management systems.
Preferred Qualifications
- Professional certifications: PMP, AACE, PSP, CCP, MRICS, or equivalent.
- Knowledge of earned value management methodologies.
- Experience with Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, SAP, Procore, or similar software.
- Experience with contract types such as FIDIC, NEC, EPC, EPCM, or design-build agreements.
- Expertise in cost forecasting, schedule analysis, risk management, and extension-of-time assessments.
- Strong experience working collaboratively with contractors, subcontractors, consultants, and clients.
