Role Overview
The Programme Advisory Consultant supports the Programme Advisory team under the Deputy Programme Director (DPD) by conducting research, trend analysis, benchmarking, and working closely with senior project members to design and implement cross-cutting programme strategies. This role requires critical thinking, multitasking abilities, and strong relationship-building skills. The consultant will analyze issues throughout the programme lifecycle, ensure standards compliance, manage accurate records, and identify areas for process enhancements.
Key Responsibilities
- Assist Programme Development Manager and Lead in developing innovative solutions addressing project challenges.
- Support programme delivery efforts including organisational design, programme integration, delivery model development, strategy formulation, and innovation.
- Conduct policy research and economic analyses to aid business case development.
- Organise and facilitate workshops, qualitative and quantitative research, and economic modelling to assess current capabilities and define necessary policy actions aligned with the major project vision.
- Interpret and analyse programme information and financial data to draw meaningful conclusions.
- Present analysis findings both in written and oral formats.
- Collect, verify, and analyse relevant information to develop informed views.
- Collaborate effectively within the team by sharing responsibilities, communicating progress, and supporting senior members.
- Build and sustain internal and external stakeholder relationships.
- Continuously update technical knowledge and personal skillsets.
- Prepare for and participate in progress meetings related to assignment delivery.
- Contribute to team-building and knowledge-sharing initiatives.
Qualifications & Experience
- Strong academic record with a degree in relevant fields such as engineering, business, economics, or finance from a reputable university.
- 1-3 years’ experience in an advisory capacity, preferably with major advisory organisations.
- Background in economic and financial analysis, programme management, and the infrastructure sector is advantageous.
- Familiarity with infrastructure frameworks like Public Spending Code, Green Book, and Infrastructure Guidelines.
- High awareness of government policies and related guidelines.
Skills & Competencies
- Strategic, logical thinker with advanced analytical abilities.
- Knowledgeable in research design, econometrics, and financial analysis techniques.
- Proficient with Microsoft Office; proficiency in PowerBI and MS Project is beneficial.
- Strong writing skills to develop and maintain technical standards, guidelines, and workflows.
- Adept at working collaboratively within team environments.
