Program Manager, Scaled Regulatory Operations

Overview

The Product & Regulatory Operations division at Meta plays a crucial role in upholding user and business safety by managing operations related to critical and emerging priorities. Collaborating closely with product teams, engineering, legal departments, and various other stakeholders, the Legal & Compliance team ensures adherence to important legal and regulatory standards affecting financial oversight, developer ecosystems, intellectual property, privacy, and global regulations. This team is focused on developing scalable, efficient processes supported by advanced technology to mitigate risks effectively.

Role Responsibilities

• Lead and manage core legal and compliance operational workflows by setting objectives, deploying strategies, and evaluating workflow health through key metrics, resource management, and capacity planning.
• Drive enhancements to operational processes and systems aimed at efficient issue resolution, innovative risk mitigation, and maintaining operational excellence.
• Oversee project management activities, proactively anticipating potential challenges, building strong cross-functional partnerships, and supporting seamless execution alongside workflow owners and team members.
• Collaborate on strategy formulation with workflow stakeholders to measure progress, communicate results, and identify opportunities for increased efficiency and upstream product innovation at scale.
• Ensure accountability among team members and stakeholders to meet operational readiness goals, maintaining professional and collaborative relationships even during critical situations.
• Facilitate impactful program communications, including root cause analyses, coordinated escalations, leadership reporting, and business recommendations for wide-ranging stakeholder groups.
• Align deliverables with Meta’s strategic, legal, and compliance missions, ensuring outcomes that uphold the company’s industry-standing integrity.

Essential Qualifications

• Over 10 years of relevant consulting, strategy, operational, or program management experience focusing on legal and compliance functions or an educational background in project management, law, business, or operations.
• Strong critical thinking skills with proven ability to utilize data insightfully to predict and navigate issues and facilitate problem-solving.
• Experience in legal, public policy, or regulatory domains, including but not limited to operations, litigation, audits, and control/security management.
• Competence in managing complex, high-stakes cases and escalations effectively.
• Proven organizational prowess and expertise in time management.
• Track record of collaborating with multiple teams to design and improve operational tools and systems.
• Demonstrated skill in leading cross-functional collaborations and communicating decisively during urgent, high-risk events.
• Ability to negotiate conflicts by creating mutually beneficial solutions, weighing trade-offs, and prioritizing decisively.
• Experience in risk management and prioritization.

Preferred Qualifications

• Experience integrating AI technologies to streamline workflows and produce measurable improvements in efficiency and quality.
• Knowledge of responsible AI practices including risk assessments, bias mitigation, and quality control.
• Active engagement in AI skill development such as prompt engineering and agent orchestration, and awareness of emerging AI innovations.
• Familiarity with international regulatory frameworks like GDPR, DSA, or equivalent data protection and platform regulations.
• Experience adapting operations rapidly amidst evolving regulatory landscapes and aligning stakeholders accordingly.
• Track record of developing or refining automation and tooling for compliance at scale.
• Background in data protection, content moderation, or platform accountability compliance within tech companies.
