Program Manager

Overview

DXC Technology is recruiting a seasoned Program Manager to lead the delivery of a comprehensive technology transformation initiative based in the UAE. This role demands oversight of interconnected projects, ensuring governance, managing risks, directing resources and vendors, and achieving targeted scope, timeline, budget, quality, and business goals.

Key Accountabilities

• Lead the full lifecycle execution of a complex technology transformation program.
• Convert strategic program goals into detailed execution plans, key milestones, and measurable deliverables.
• Coordinate efforts across multiple projects, workstreams, project managers, technical teams, vendors, and partners to ensure cohesive delivery.
• Maintain adherence to defined scope, schedule, budget, quality standards, and contractual obligations.
• Monitor and manage program milestones, deliverables, dependencies, critical paths, and resources effectively.
• Proactively identify and address delivery challenges, implementing corrective measures as necessary.
• Enforce strong execution discipline across all workstreams.
• Establish and uphold rigorous program governance structures including controls, reporting, and escalation procedures.
• Track and report program performance against KPIs, financial targets, risks, and dependencies.
• Maintain comprehensive program documentation such as plans, RAID logs, action and decision trackers.
• Prepare detailed status updates and presentations tailored for executive audiences.
• Support governance forums and senior leadership meetings with transparent reporting on progress and issues.
• Foster productive relationships with senior stakeholders, internal teams, and external vendors.
• Serve as a central liaison bridging business, technology, delivery, and leadership groups.
• Facilitate meetings, workshops, governance boards, and delivery reviews.
• Manage stakeholder expectations through clear and consistent communication and alignment.
• Oversee program budgets, forecasting, and resource planning ensuring financial discipline.
• Monitor actual expenditures versus budgeted allocations and identify opportunities for cost optimization.
• Collaborate closely with commercial, finance, delivery, and leadership teams to maintain budgetary control.
• Identify, assess, and mitigate program risks, issues, and interdependencies, with clear ownership and resolution plans.
• Manage escalations and execute recovery actions when delivery deviates from plans.
• Coordinate and monitor vendor and partner performance ensuring compliance with service commitments.
• Drive collaboration across multiple vendors and internal teams to resolve dependencies and delivery challenges.
• Ensure adherence to program management best practices, quality standards, security requirements, and governance frameworks.
• Promote continuous improvement by identifying enhancements in processes, reporting, and delivery effectiveness.
• Support operational readiness and smooth transition to business-as-usual post-program completion.

Mandatory Qualifications and Experience

• Bachelor’s degree in Business, IT, Engineering, Computer Science, or a related field.
• Over 10 years of experience in project or program management with extensive exposure to complex technology programs.
• Proven track record delivering large-scale technology or digital transformation programs comprising multiple projects and workstreams.
• Deep experience managing multidisciplinary teams including project managers, technical specialists, vendors, and cross-functional stakeholders.
• Strong competence in managing program schedules, budget controls, resource allocation, risk, issues, and interdependencies.
• Comprehensive understanding of program governance, PMO processes, RAID management, change controls, and executive-level reporting.
• Experience operating within complex ecosystems involving multiple vendors and systems integration.
• Ability to effectively engage and collaborate with senior executives and stakeholders.
• Sound financial acumen and commercial insight.
• Exceptional skills in communication, leadership, negotiation, facilitation, and problem resolution.

Desirable Attributes and Experience

• Prior program delivery experience in UAE or the Gulf Cooperation Council (GCC) region.
• Background in systems integration, infrastructure, cloud, applications, cybersecurity, digital transformation, or IT modernization initiatives.
• Experience working in large, complex, highly regulated enterprise environments.
• Expertise in managing programs requiring stringent governance, security, confidentiality, and delivery oversight.
• Professional certifications such as PMP, PgMP, MSP, PRINCE2, SAFe, or Agile methodologies.
• Advanced postgraduate qualifications considered an asset.
