Role Overview

The Pre Construction Manager will report directly to the Pre-Construction Director, taking charge of all pre-construction activities from initial enquiry through contract award and handing over to project delivery teams. This role involves managing bid strategies, coordinating design efforts, and engaging stakeholders to ensure submissions are both commercially sound and technically compliant. The position is based in Ballymount, Dublin 22.

Key Responsibilities

• Collaborate with the Estimating Lead to oversee the entire pre-construction and tendering process from enquiry to final decision.
• Coordinate and manage internal teams including design, planning, and operations departments.
• Develop and review methodologies, logistics plans, and technical submissions alongside the Operations team.
• Identify and compile project-related risks and opportunities during the tender phase.
• Liaise effectively with clients, consultants, and supply chain partners throughout the bidding stages.
• Support cost planning, value engineering, and procurement strategy development.
• Ensure all submissions meet client specifications and adhere to company standards.
• Manage bid presentations and address any clarifications after tender submission.
• Facilitate a seamless handover process to project delivery teams.
• Gather and implement feedback from clients and stakeholders to improve future processes.
• Provide constructive feedback to the supply chain regarding their tender submissions.

Qualifications and Skills

• Extensive experience of 8 to 12+ years in pre-construction, project management, or commercial functions.
• Strong expertise in managing large-scale construction projects, preferably in data centre, industrial, or pharmaceutical sectors.
• Demonstrated success in leading tender processes and preparing bid submissions.
• Sound commercial insight combined with knowledge of construction methodologies.
• Exceptional skills in stakeholder management and communication.
• Ability to handle multiple tender bids efficiently in a high-pressure environment.
