Job Overview

The Marine Purchasing Officer is responsible for ensuring timely sourcing, quoting, approval, and ordering of marine-related goods and services to meet company standards, user requirements, and timelines. This role is based in Doha, Qatar and requires adherence to procurement policies and procedures while liaising with vessels, business partners, and joint ventures.

Key Responsibilities

  • Manage daily requisitions from end users using the procurement system, adhering to company policies and initiatives.
  • Generate requests for quotations (RFQs) from approved suppliers and analyze quotations to ensure cost-effectiveness considering quality and availability.
  • Raise purchase orders upon end-user approval and monitor order progress, including shipments via warehouses and freight forwarders until delivery onboard vessels.
  • Oversee the lifecycle of purchase requisitions, orders, goods receipts, and invoices to maintain SLA compliance.
  • Collaborate with accounting to resolve disputed invoices related to goods or services.
  • Assist in budget preparation for procurement activities.
  • Ensure delivered goods/services comply with international maritime regulations such as SOLAS and Wheel mark.
  • Evaluate and maintain strategic relationships with suppliers to optimize performance and competitiveness.
  • Implement effective purchasing strategies and supplier management practices promoting fair competition.
  • Provide standardized purchasing performance reports and suggest improvements to meet departmental objectives.
  • Oversee logistics and freight shipments, encouraging consolidation where feasible.
  • Identify, recommend, and support adoption of new procurement technologies and innovative tools to enhance efficiency.
  • Maintain effective communication with internal stakeholders regarding procurement activities and updates.
  • Conduct thorough market research, benchmarking, and maintain a centralized database of market intelligence to inform sourcing decisions.
  • Collaborate cross-functionally to align procurement with organizational goals and resolve supply chain challenges.
  • Ensure compliance with company policies, regulatory requirements, and prepare for audits by maintaining accurate documentation.
  • Develop supplier and customer relationship management plans, conducting performance reviews for continuous improvement.
  • Manage high volumes of purchase transactions efficiently and accurately, streamlining workflows for timely order processing.
  • Identify opportunities to implement e-sourcing solutions and support their integration.
  • Maintain comprehensive procurement records and assist in administrative processes related to contract management and bidding documentation.

Qualifications and Experience

  • Bachelor’s degree in Engineering, Supply Chain, Business Administration, or related field.
  • International certification in Supply Chain or Logistics is advantageous.
  • At least 4 years’ experience in procurement of materials, equipment, or spare parts.
  • Experience in maritime sectors, such as working with ship owners/managers, or in the oil & gas industry is preferred.

Skills and Knowledge

  • Sound understanding of the marine environment and relevant maritime regulations.
  • Proficient in SAP and Microsoft Office applications.
