Project Context

Bechtel is engaged in the Expo 2030 Riyadh project, a major global event themed “Foresight for Tomorrow” promoting sustainable development, innovation, and transformative ideas. Scheduled from October 2030 to March 2031, the Expo expects over 40 million visitors. The 6 km² masterplan encompasses infrastructure and preparations to accommodate up to 197 countries and 29 international organizations. Beyond the event, the site will transition into a mixed-use development benefiting the local community. Sustainability features include urban afforestation, treated water use, and renewable energy integration.

Role Summary

Reporting to the Construction Logistics Manager, the Logistics Lead will oversee the planning, coordination, and governance of all construction logistics activities across designated Expo delivery zones. This position requires developing and executing comprehensive logistics strategies that support engineering, procurement, construction, commissioning, and operational readiness, optimizing safety, efficiency, and cost-effectiveness throughout the project.

Key Responsibilities

  • Lead and mentor a diverse team including Site Logistics Managers, Engineers, Representatives, Traffic Coordinators, and Data Analysts.
  • Create, implement, and maintain integrated Construction Logistics Plans and program-wide logistics strategies.
  • Review and approve Contractors’ Logistics Plans, Traffic Management Plans, Construction Access Management Plans, and Logistics Execution Plans ensuring compliance with project standards.
  • Manage logistics operations involving material, equipment, personnel movement, fuel handling, waste management, and temporary infrastructure.
  • Collaborate extensively with the Expo client, PMCs, contractors, procurement, engineering, construction teams, project controls, commercial groups, government authorities, and other stakeholders.
  • Design logistics execution strategies encompassing haul roads, access gates, traffic management, workforce transport, laydown areas, storage facilities, fabrication yards, temporary utilities, parking, and support compounds.
  • Oversee allocation and governance of logistical land plots, temporary facilities, and infrastructure during all project phases.
  • Coordinate seamless logistics handovers among contractors, Expo, operations personnel, and asset owners to facilitate phased completion and operational readiness.
  • Develop logistics scopes, budgets, contract packages, and technical specifications supporting procurement and service delivery.
  • Identify logistics risks and formulate mitigation plans to reduce safety, commercial, scheduling, and operational impacts.
  • Monitor contractor logistics performance, enforce compliance, and promote continuous improvement in logistics operations.
  • Provide comprehensive reporting, KPI dashboards, and executive-level presentations to aid program governance and informed decision-making.

Qualifications and Experience

  • Bachelor's degree in Engineering, Construction Management, Supply Chain, Logistics, Business, or related field.
  • A minimum of 15 to 17 years’ progressive experience managing construction logistics on large infrastructure or mega projects, preferably within PMC, EPC contractor, or client organizations.
  • Proven expertise in formulating and executing integrated construction logistics strategies for complex projects with multiple contractors.
  • Extensive knowledge of traffic management plans, construction access, logistics infrastructure management, land allocation, and phased handovers.
  • Familiarity with contractor logistics coordination, supply chain integration, temporary facilities management, traffic regulation, and readiness for operation phases.
  • Experience preparing logistics scopes, budgets, contracts, and supporting procurement processes.
  • Demonstrated leadership, effective stakeholder engagement, strong communication, analytical problem-solving skills within multicultural and multidisciplinary teams.
  • Fluent in written and verbal English communication.
  • Previous involvement with projects in Saudi Arabia, Middle East, or GCC regions is highly advantageous.
