IT Project Manager

Overview

We seek an accomplished IT Project Manager fluent in Arabic to oversee the full lifecycle of enterprise software projects and digital platforms tailored for government initiatives located in Abu Dhabi, UAE. The role involves end-to-end management from planning through ongoing operations.

Key Responsibilities

• Oversee all phases of software and IT projects including planning, requirement analysis, development, testing, deployment, handover, and operational support.
• Manage day-to-day operations of software platforms maintaining system uptime, stability, support, and prompt issue resolution.
• Serve as the central liaison coordinating efforts among clients, executive management, development, infrastructure, business analysis, QA, vendors, and other stakeholders.
• Facilitate communication with senior executives, government stakeholders, major clients, and external partners effectively.
• Manage stakeholder expectations through clear reporting on project status, risks, dependencies, challenges, and decisions needed.
• Collaborate with teams across software development, infrastructure, cybersecurity, database management, AI, and support functions to ensure seamless execution.
• Create and maintain project documentation including plans, schedules, milestones, resource allocation, risk registers, and action trackers.
• Ensure vendor deliverables comply with contractual, technical, quality, and business standards, challenging as necessary.
• Participate actively in vendor selection, technical evaluations, commercial negotiations, and performance assessments.
• Coordinate integration of third-party systems, APIs, infrastructure needs, software licenses, and other external dependencies critical for project delivery.
• Identify, manage, and resolve project risks, blockers, dependencies, and escalations promptly.
• Ensure requirements and change requests are thoroughly documented, properly evaluated, approved, prioritized, and monitored.

Qualifications & Experience

• Bachelor's degree in Computer Science, IT, Software Engineering, Engineering, or related field.
• At least 10 years' experience in IT/software project management, application management, or digital transformation projects.
• Deep knowledge of Software Development Life Cycle (SDLC), Agile methodologies, Scrum, and traditional project management practices.
• Proven expertise managing enterprise, web, and mobile applications, integrations, APIs, databases, and hybrid cloud/on-premises environments.

Preferred Credentials

• Certifications such as PMP, PRINCE2, PMI-ACP, Scrum Master, ITIL, or equivalents.
• Experience with government projects, smart city initiatives, enterprise digital transformations, AI, ERP, or large-scale IT endeavors.
• Handling complex projects with multiple systems/vendors and diverse stakeholders.
• Working with distributed teams located in various geographic regions.
• Familiarity with cloud platforms like Microsoft Azure, AWS, or similar environments.
