About the Role
Tuwaiq Casting & Forging Company is searching for a meticulous and seasoned Industrial Workforce Recruiter to be part of its Talent Acquisition team. Reporting directly to the Talent Acquisition Manager, this position manages the complete recruitment lifecycle, mobilisation, deployment, and administration of SMP personnel consistent with the approved manpower plan and business operations. Collaboration with authorized SMP suppliers, hiring managers, and internal departments is essential to source, select, mobilise, deploy, monitor, and report workforce activities effectively. The role extends to supporting commercial and invoice controls by validating workforce records, job categories, approved hourly rates, documentation, and other pertinent data before invoice processing.
Key Responsibilities
- Confirm SMP manpower requirements align with the approved manpower plan prior to sharing with suppliers, ensuring accurate Position IDs, job titles and descriptions, headcount, job categories, and necessary approvals.
- Document and approve any changes to positions, titles, categories, or headcount before recruitment commences.
- Liaise with approved SMP suppliers and Hiring Managers regarding manpower requirements, candidate profiles, job categories, and schedules.
- Evaluate candidate submissions, participate in interviews, technical assessments, and trade tests, and accurately document evaluation and selection outcomes.
- Support both domestic and international recruitment campaigns, including standby pools, replacements, and ensuring supplier follow-ups.
- Ensure recruitment and mobilisation documentation is complete and organized.
- Coordinate candidates' medical clearances, visa and travel arrangements, arrival schedules, onboarding, and deployment preparations.
- Address mobilisation or deployment delays and ensure all necessary safety inductions and training are completed.
- Track and maintain records of key milestones: arrival, joining, work commencement, and deployment dates.
- Maintain up-to-date workforce records reflecting active SMP personnel, supplier details, positions, departments, job categories, joining dates, workforce movements such as replacements, transfers, resignations, and status changes.
- Perform reconciliation between company and supplier workforce records, address discrepancies, and ensure personnel align with approved positions, job titles, and categories including Labour, Skilled Worker, Supervisor, and Engineer.
- Examine and validate SMP invoices, ensuring alignment with actual workforce data, contractual terms, and supporting documentation before approval processing.
- Confirm employee statuses, job titles/categories, work start dates, billing periods, working hours, and other essential details match approved data.
- Verify hourly rates correspond with approved job categories and contracts, resolve discrepancies with suppliers, and keep verification records.
- Compile regular reports for SMP covering manpower approvals, vacancies, recruitment stages, candidate and mobilisation statuses, active headcount, workforce changes, and invoice statuses.
- Track supplier performance and recurrent problems, retaining documented evidence for management review and audits.
- Provide frequent updates and escalate risks to the Talent Acquisition Manager as needed.
- Assist in supplier reconciliation and review meetings until resolution of pending actions.
Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, or similar discipline.
- Professional certifications related to recruitment are preferred but not mandatory.
- At least 8 years’ experience in recruitment, industrial workforce hiring, manpower supply, or comparable roles.
- Background in industries such as industrial manufacturing, construction, oil & gas, or related sectors is advantageous.
- Experience handling international recruitment and mobilisation processes is a plus.
Technical & Behavioral Skills
- Well-versed in SMP recruitment processes including supplier coordination, mobilisation, onboarding, workforce reconciliation, recruitment campaigns, candidate evaluations, trade tests, and invoice verification.
- Proficient use of Microsoft Office suite, particularly advanced Excel skills.
- Experienced with Applicant Tracking Systems (ATS), Enterprise Resource Planning (ERP), or workforce management software.
- Skillful in generating accurate reports, maintaining data accuracy, coordinating activities, follow-ups, and problem resolution.
- Professional fluency in written and spoken English.
- Demonstrates exceptional attention to detail and meticulous documentation habits.
- Strong collaboration and stakeholder management abilities.
Minimum education
Bachelor's Degree
