Job description

Role Overview

We seek an HR & Administration Officer to oversee comprehensive recruitment processes, coordinate workforce training and development programs, manage government grants compliance, and support talent growth efforts. This role also involves enhancing workforce capabilities through HR digitalisation and improving overall organisational effectiveness within a fast-paced manufacturing environment.

Key Responsibilities

  • Oversee entire recruitment lifecycle: job posting, candidate sourcing and screening, interview coordination, offer handling, onboarding, and pre-employment activities.
  • Collaborate with hiring managers for workforce planning and provide recruitment insights and support.
  • Administer learning and development initiatives including training coordination and maintaining training records.
  • Manage submission and compliance for government grant applications and claims.
  • Facilitate talent management activities such as succession planning, leadership and employee development programs.
  • Maintain effective communication with training providers, government bodies, educational institutions, and recruitment partners.
  • Drive HR digitalisation efforts through systems like HRMS, Learning Management System, workflow automation, and HR analytics.
  • Contribute to HR projects, employee engagement, policy implementation, and other administrative functions.

Required Qualifications and Experience

  • Diploma or Degree in Human Resource Management, Business Administration, Psychology, Engineering, or related fields.
  • At least three years of HR experience with strong skills in full-cycle recruitment and learning & development.
  • Proven experience handling government grants such as SkillsFuture Singapore, Workforce Singapore, NTUC/e2i.
  • Solid knowledge of Singapore Employment Act and established HR practices.
  • Excellent communication, stakeholder engagement, organizational aptitude, and ability to manage multiple tasks effectively.
  • Highly resourceful, detail-oriented, proactive, with the ability to work autonomously and demonstrating strong integrity.
