Role Overview
The Cost Engineer position entails comprehensive management, control, and reporting of all project cost elements to ensure alignment with project objectives, budgets, and contractual obligations. This role especially demands expertise in roads, highways, bridges, and infrastructure projects, preferably gained in PMC and construction supervision environments within Saudi Arabia.
Key Responsibilities
- Develop and scrutinize detailed cost estimates, budgets, and forecasts for large-scale roads, bridges, and infrastructure projects.
- Create and maintain effective cost control systems, including cost breakdown structures, cash flow forecasting, and ongoing budget monitoring.
- Track actual expenditures versus planned budgets, detect variances, and recommend corrective measures to safeguard financial integrity.
- Liaise closely with planning, engineering, and construction teams to ensure cost data mirrors project progress and aligns with schedule updates.
- Assess and validate contractor payment requests, contract variations, and claims to confirm compliance and accuracy.
- Contribute to value engineering and cost-saving efforts without compromising project scope or quality.
- Perform earned value analysis and produce detailed monthly cost reports, trend analyses, and budget performance summaries for stakeholders.
- Engage in risk assessment meetings to evaluate possible cost impacts from scope changes, timelines, or market conditions.
- Assist in the preparation and review of change orders, claims, and commercial negotiations involving cost aspects.
- Ensure all cost management practices adhere strictly to company procedures, client expectations, and contractual stipulations.
Required Qualifications and Skills
- Bachelor's degree in Civil Engineering or Quantity Surveying.
- At least 7 years of experience in cost estimation and control for roads, highways, bridges, and infrastructure projects.
- Demonstrated project cost management expertise within PMC or construction supervision settings in Saudi Arabia.
- Proficient with cost management tools including Primavera Cost Control, Candy software, and Microsoft Excel.
- Strong understanding of contract administration, change management processes, and financial control.
- Excellent analytical, organizational, and communication capabilities for delivering precise reports to internal teams and clients.
