Role Purpose
The Cost Control Engineer will report to the Lead or Manager and be part of the PCON Department within the COMP5 Project, tasked with establishing and managing cost control systems to assist project management in keeping the project within budget.
Key Responsibilities
- Develop and maintain an effective cost control system that supports project management decisions and ensures project completion within approved budgets.
- Identify and analyze any budget deviations promptly, estimate their final impact, and monitor corrective actions taken.
- Promote a culture of cost awareness throughout the project team.
- Fulfill cost control reporting requirements for the Operating Company and Corporate, collaborating with relevant departments.
- During Project Initiation: Implement the Cost Control System after contract award, develop the Cost Breakdown Structure (CBS), review procurement and accounting systems applied by Operating Companies and Branches, verify CBS application and cost traceability.
- Prepare project-specific Cost Control Procedures, Cost Coding Manuals, and Risk Management Plans for verification, ensuring compliance with standards and contractual specifications.
- Allocate commercial budget across entities, contracts, and schedules by currency and account, preparing cash flow forecasts as needed.
- Coordinate risk management activities including initial brainstorming and qualitative/quantitative risk assessments; perform Monte Carlo analysis.
- During Project Execution: Ensure the cost control system functions effectively, assessing and reporting cost status regularly.
- Monitor activity progress and earned value; reconcile value of work done with invoices to determine monthly accruals aligned with progress.
- Support contract changes and claims by providing cost impact analyses, updating cost and revenue forecasts related to intercompany services.
- Analyze committed costs versus activities to date, review estimates to complete, detect variances or adverse trends, and alert project management to implement corrective measures to avoid overruns.
- Maintain and facilitate the ongoing risk management process through periodic meetings and review of risk owner feedback.
- Prepare project and company-level reporting as required.
- At Project Closure: Assist Project Control Manager in compiling the Project Close-Out Report and contributing cost feedback data for Project Control and Commercial departments.
Qualifications
- Bachelor’s degree in any relevant field.
- Minimum 5 years of professional experience in related roles.
- Proficient in English communication.
