Job description
Role Overview
The Senior Planning Engineer is accountable for establishing and effectively administering a planning and progress control system. This system supports the Project Manager's decision-making process and ensures project completion aligns with internal baselines and contractual deadlines.
Vigilance in detecting deviations from the plan, analyzing their impact, estimating final time implications, and monitoring the efficacy of corrective actions is essential. The role also involves fostering an environment of schedule awareness among all project team members.
Responsibilities
- Initiate project control tasks during the bid phase starting from the kick-off meeting.
- Identify, record, and organize all critical project information relevant to the initiative.
- Create a dedicated repository for all bid-phase documentation.
- Develop a comprehensive Road Map Program detailing actual timelines, contractual milestones, and phases including engineering, procurement, construction/fabrication, offshore transportation, installation, commissioning, and completion.
- Formulate the Internal Program based on the project's Work Breakdown Structure (WBS) and Product Breakdown Structure (PBS).
- Customize internal program activities aligned with the Scope of Work.
- Prepare foundational engineering and procurement schedules grounded in deliverables and equipment summaries.
- Construct the Client Program and conduct gap analyses juxtaposing client expectations with internal timelines.
- Highlight critical risks and points to assist the Proposal Manager in making informed decisions.
- Finalize the Project Program and prepare supplementary documents such as Primavera P6 native files, reports, program narratives, and labor histograms.
- During execution, define project objectives and planning to assure delivery as per requirements.
- Allocate suitable resources based on project control sizing criteria.
- Develop and maintain the Project Baseline Program and monitor progress, including managing modifications to the baseline.
- Perform KPI analyses, trends, and simulations to project accurate timeframes for activity completions.
- Collaborate with Project Control and Cost Control teams to assemble invoicing documentation.
- Compile documentation from both the bid phase and contract to delineate Scope of Work and contractual mandates.
- Design the Start-Up Action Plan covering project breakdown structures, preliminary procedures, and necessary document lists.
- Set the calendar for project cut-off dates.
- Assess physical progress using defined credit guidelines for each project phase.
Professional Skills and Knowledge
- Understanding of construction sequencing relevant to involved disciplines.
- Familiarity with activity workload metrics such as standard/expected man-hours and efficiency ratings (e.g., day inch per day, thumb per day, cubic meters per day).
- Competence in planning construction sequences and schedules to achieve mechanical completion and final handover on schedule.
- Ability to staff appropriately for all construction activities and disciplines.
- Experience in scheduling engineering disciplines and documentation workflows to meet project milestones, accounting for design processes and cross-disciplinary interfaces.
- Skill in managing dynamic changes arising from internal or external factors.
- Monitoring and preventing progress issues through corrective action and contributing to project reporting.
