Cost Control Director

Overview

We are seeking a seasoned Cost Control Director to provide executive oversight of cost management across large-scale projects and programs. This role involves ensuring strict financial governance, providing reliable forecasting, and delivering early warnings of potential financial risks to protect project objectives.

Responsibilities

• Steer the overarching Cost Control strategy, governance frameworks, and organizational setup for multi-billion-dollar ventures.
• Maintain ownership of cost baselines, budgets, financial commitments, forecasts, estimate at completion (EAC/ETC), and liquidity projections.
• Deliver transparent insight into cost performance metrics, emerging trends, exposures, and potential overruns.
• Enforce stringent controls over procurement, subcontractor expenses, variations, accruals, and commitments.
• Ensure integration of cost management with scheduling, progress tracking, risk assessment, change management, and commercial functions.
• Critically evaluate cost and forecast assumptions to ensure accuracy and clarity for decision-making.
• Lead cost evaluations that underpin change orders, claims, delays, disruptions, and commercial resolutions.
• Detect rising financial risks and lead proactive mitigation and recovery efforts in collaboration with project leadership.
• Offer concise, forward-looking cost intelligence reports to Executive Management, clients, and Project Management Consultants (PMC).
• Set performance benchmarks and foster accountability among project teams, subcontractors, and partners.
• Develop and lead a high-caliber Cost Control team to enhance capability, consistency, and commercial rigor.

Qualifications and Skills

• More than 18 years of expertise in Cost Control or Cost Management, including senior roles within Tier-1 contractors, EPC firms, or large program environments.
• Demonstrated experience managing extensive GCC or Saudi Arabian construction, infrastructure, or giga-projects.
• Advanced proficiency in cost management techniques including forecasting, EAC/ETC, cash flow management, and commercial controls.
• Proven ability to control costs across complex projects worth billions of dollars involving diverse delivery scenarios.
• Strong commercial insight with the capacity to challenge and influence executive stakeholders effectively.
• Relevant academic background in Engineering, Construction, Quantity Surveying, Finance, Project Management, or related disciplines.
• Professional certifications such as AACE, CCP, PMP, RICS, or equivalents are a plus.
• Exceptional leadership qualities accompanied by strong executive communication and stakeholder engagement skills.
