Job Summary
The Contracts Manager will oversee the administration and management of contracts related to Works Contractors and General Engineering Consultants (GECs) engaged on major infrastructure projects in Qatar. This role involves supervising contract changes, claims, procurement documentation, and ensuring compliance with PWA procedures and Qatar Government standards.
Key Responsibilities
- Manage contracts for Works Contractors and GECs including design, supervision, and supervision-only services.
- Evaluate, process, and oversee Change Requests and Contract Variations/Addendums (CVAs) through financial and approval stages.
- Prepare detailed commercial and contractual documentation to support CVAs including tender committee submissions and audits.
- Handle contractor and GEC claims by reviewing documentation, drafting contractual replies, and providing commercial guidance.
- Maintain and update tender and contract documents, ensuring incorporation of latest PWA, statutory, and stakeholder requirements.
- Process Change Requests related to specialist construction services applicable across infrastructure projects.
- Develop and implement commercial and contract management procedures for the team.
- Ensure all contract activities align with contractual obligations, PWA regulations, and Qatar Government rules.
- Generate weekly and monthly procurement and progress reports for management and stakeholders.
- Coordinate approvals with PWA departments and communicate effectively with all related stakeholders.
- Identify and address commercial and contractual challenges to support project delivery.
- Provide mentorship and technical support to junior commercial team members.
Stakeholder Collaboration
- Work closely with commercial teams, PWA engineers, project managers, GEC representatives, and procurement staff.
- Manage communications to ensure efficient resolution of contractual issues and approvals.
- Support project teams in navigating commercial and contract-related delivery issues.
Qualifications and Experience
- Minimum of 14 years’ professional experience in contract management, commercial oversight, quantity surveying, procurement, or contract administration.
- Strong background in handling major infrastructure projects and managing contracts for Works Contractors and GECs.
- Experience with supervision and design contracts, claims processing, contract variations, tendering, and procurement.
- In-depth knowledge of PWA contract procedures, Qatar Government requirements, and QCS 2014 specifications.
