Role Overview

We are partnering with a major Oil & Gas operator to recruit a Commissioning Lead (Onshore Telecom) focused on offshore compression systems. This is a long-term contract role based onsite in Qatar, requiring residential presence and a working schedule of six days per week with ten-hour shifts.

Position Details

• Title: Commissioning Lead (Onshore Telecom)
• Start Date: Flexible, typically within one month notice period
• Contract Duration: 36 months with potential for extension
• Location: Onshore, site-based in Qatar
• Work Schedule: 6 days per week, 10 hours per day

Job Purpose

The primary responsibility is to supervise all pre-commissioning and commissioning activities related to the telecom discipline carried out offshore by EPC contractors, ensuring compliance with project specifications and approved procedures.

Key Responsibilities

• Manage contractor activities related to Mechanical Completion Certificate (MCC), Commissioning Schedule Approval (CSA), and Ready For Start-Up (RFSU).
• Maintain and ensure the effectiveness of the system completion database and relevant procedures.
• Coordinate and monitor commissioning schedules with contractors to align with project milestones and sequences.
• Organize and lead weekly meetings with contractor counterparts.
• Provide progress reports on pre-commissioning and commissioning phases to supervisors.
• Participate in Commissioning Test Procedures (CTPs) kickoff meetings, walkdown certificate activities, and punch list review and clearance meetings.
• Attend offshore vendor, company, and contractor meetings related to commissioning.
• Supervise FATs (Factory Acceptance Tests), preparing presentations, reports, and follow-ups on punch lists.
• Temporarily cover for supervisors covering multiple platform activities or during supervisor absences.
• Visit well head and riser platforms to provide support to supervisors.
• Oversee contractors’ compliance with safety and project standards during Brownfield offshore pre-commissioning and commissioning phases.
• Verify completeness of EPC contractor documentation and ensure timely handover of the asset.
• Monitor preservation activities conducted by contractors, ensuring project requirements compliance.
• Capture and share lessons learned related to system completion within project registers.
• Manage mechanical completion, pre-commissioning, and commissioning documentation efficiently.

Qualifications & Experience

• Bachelor’s degree in Applied Sciences or Engineering.
• At least 12 years of experience in large project commissioning within the Oil & Gas sector.
• Minimum 3 years in supervisory or oversight roles, including acting positions or vendor personnel management.
• Comprehensive knowledge of completion certificate types and punch list categorization.
• Experience with Completion Management Systems such as PIMS, WinPCS, ICAPS, Hexagon, or equivalent.
• Familiarity with interfaces among construction, QA/QC, and operations functions.
• Strong understanding of HSE standards and safe handover procedures.

• Strong organizational, decision-making, and prioritization skills under pressure.
• Capability to manage tight deadlines and adapting to shifting priorities.
• Excellent command of the English language, both written and spoken.
• Experience as a commissioning performer during pre-commissioning, commissioning, and startup phases on major Oil & Gas projects.
• Proficiency in Microsoft Office applications and general computer literacy.
• Good communication and influencing capabilities.
