Company Overview
A respected organization in Qatar’s Oil & Gas, Engineering, and Industrial Services sectors delivering specialized solutions to key industrial and project clients is expanding. To reinforce commercial capabilities, they seek a seasoned professional to lead their Commercial, Contracts, Estimation, Tendering, and Procurement departments.
Job Purpose
This role calls for an experienced Commercial & Contracts Manager with comprehensive skills in Commercial Management, Contracts, Estimation, Tendering, and Procurement. The appointed manager will oversee the entire commercial cycle from initial RFQ/RFP assessment, pricing and bid submission, contract negotiations, procurement activities, project commercial management, variations and claims handling, through to final contract close-out.
Strong commercial insight, practical contract management expertise, and a focus on margin protection while enabling sustainable growth are vital.
Key Responsibilities
- Lead preparation, evaluation, coordination, and submission of tenders, bids, proposals, and cost estimates to ensure competitive and commercially sound offerings.
- Oversee full contract lifecycle including review, negotiation, administration, modifications, renewals, claims, dispute resolution, and closure.
- Analyze RFPs/RFQs, scopes of work, BOQs, contract terms, assumptions, exclusions, and pricing to detect commercial, financial, legal, and operational risks.
- Direct estimation and costing efforts, formulating pricing and bidding tactics in collaboration with Operations, Engineering, Finance, and Business Development teams.
- Track budgets against actuals, monitor margins, profitability, revenue, and cost exposure, and propose corrective steps where necessary.
- Manage Procurement strategies including sourcing, RFQs, bidder evaluation, supplier/subcontractor agreements, purchase commitments, and compliance.
- Lead negotiations with clients, suppliers, subcontractors, and principals to secure favorable pricing, balanced contracts, quality standards, and timely deliveries.
- Administer commercial aspects of contract variations, change orders, claims, extensions, and additional work ensuring thorough documentation and entitlement recovery.
- Conduct commercial analyses post-tender and post-project to capture lessons and improve future estimates, procurement, pricing, and bidding approaches.
- Lead and develop the Commercial, Contracts, Estimation, and Procurement teams by defining roles, accountability measures, performance benchmarks, and controls.
Candidate Profile
- At least 10 years of relevant experience focusing on Commercial Management, Contracts, Estimation/Tendering, and Procurement.
- Educational qualifications include a Bachelor’s degree in Engineering, Business Administration, Commercial Management, Quantity Surveying, Law, Finance, or closely related disciplines.
- Experience predominantly in Oil & Gas, Engineering Services, EPC, Industrial Services, MEP, Manufacturing, or similar project-centric sectors.
- Proven track record managing complete commercial functions from RFQ/RFP review, estimation, tendering, contract negotiation, procurement, to execution and closure.
- Solid expertise in contract administration, cost estimation techniques, supplier management, commercial negotiation, budgeting, margin analysis, and cost control.
- Ability to juggle multiple contracts, tenders, procurement activities, and commercial priorities effectively.
- Demonstrated leadership managing multidisciplinary teams across Commercial, Contracts, Estimation, and Procurement, complemented by excellent negotiation, analytical thinking, communication, and stakeholder management skills.
- Proficiency with ERP tools such as SAP or Oracle and Microsoft Office. Possession of certifications like CWA/CA or other commercial or financial qualifications is advantageous.
Preferred Experience
Candidates showcasing comprehensive end-to-end ownership of contracts management, estimation and tendering, procurement, commercial negotiation, cost control, and profitability oversight will be prioritized. The ideal applicant can manage all commercial activities from initial RFQ/RFP evaluation to contract award, procurement, project delivery, variations, claims, and final close-out with a hands-on approach.
