Job description

Role Overview

We seek a seasoned regulatory expert to lead the Alcohol team at Hutt City Council. This leadership position involves overseeing alcohol licensing and enforcing compliance to promote community health and safety across Lower Hutt (Te Awa Kairangi ki Tai).

Key Responsibilities

  • Lead and manage a team of six specialists responsible for alcohol licensing, inspection, monitoring, and enforcement activities.
  • Provide expert advice on the Sale and Supply of Alcohol Act and manage licensing workflows for new and renewal applications.
  • Conduct monitoring of licensed venues ensuring adherence to regulatory standards.
  • Lead responses to complaints, non-compliance issues, and enforcement proceedings.
  • Prepare evidence and represent the Council at hearings, tribunals, and court cases.
  • Foster strong partnerships with businesses, community members, elected officials, New Zealand Police, and public health agencies.
  • Support other environmental health services including food verification and regulatory enforcement.
  • Develop team skills and promote continuous improvement with a customer-centric approach.

Candidate Profile

  • Demonstrated leadership abilities with an aptitude for fair legislative application and effective decision-making in complex regulatory contexts.
  • Relevant qualifications and experience in environmental or public health sectors.
  • In-depth understanding of the Sale and Supply of Alcohol Act, alongside the Health Act, Food Act, Resource Management Act, and Local Government Act.
  • Proven experience in regulatory compliance, inspections, and enforcement activities.
  • Excellent written communication and workload management skills.
  • Ability to build trustful relationships with stakeholders including customers, partner agencies, and elected representatives.
  • Professional, solution-oriented approach with a valid driver’s license.
  • Membership in a relevant professional institute is an advantageous plus.
