Job description
Role Overview
The Administrative Officer will design and implement strategies to optimize organizational structure and efficiently manage resources, including human resources and budget allocations. This role requires providing expert advice to management on human resource and budget issues, as well as executing and monitoring assigned program budgets with precision.
Key Responsibilities
- Develop and implement procedures to enhance organizational effectiveness and oversee resource allocation, monitoring, and evaluation.
- Advise managers and resource teams on human resources and budget-related matters to support decision-making.
- Manage the execution of the annual budget for assigned programs, including preparing justifications, financial research, and compiling expenditure data.
- Conduct thorough analyses of expenditure and obligation data to ensure sufficiency of funds and prevent budget overrun.
- Generate statistical reports detailing obligations and expenditures for financial transparency.
- Supervise data collection necessary for routine and special budget reports, such as monthly fund status and projected spending.
- Collaborate with program staff to create plans ensuring appropriate staffing and budgetary projections.
- Coordinate assessments of internal procedures related to resource controls to guarantee compliance and efficiency.
- Review financial operations encompassing budgetary, contractual, travel, and per diem expenses, recommending changes to forms, policies, and procedures as needed.
- Establish standard operating procedures for resource management activities including position management and workload metrics.
- Authorize procurements under the USDA purchase card program, managing purchases from supplies to equipment maintenance.
- Audit procurement requests for appropriate justifications and compliance.
- Initiate and develop updated daily operational procedures for resource management.
Required Qualifications and Conditions
- Must be a U.S. Citizen or National; males born after December 31, 1959, must be registered with Selective Service.
- Must pass satisfactory background checks including fingerprinting.
- May be subject to a probationary or trial period as applicable.
- Federal law requires all employees to have federal payments made by direct deposit.
- Employment eligibility verification via the DHS E-Verify system is mandatory.
- False statements on application materials may result in job forfeiture or disciplinary action.
- Completion of necessary declarations and authorizations for Federal Employment will be required if selected.
Specialized Experience
- At least one year of specialized experience at a GS-12 level involving preparation of budget justification materials and use of USDA financial systems.
- Experience collaborating with management to formulate budget estimates and goals.
- Capability in reviewing funding availability and adjusting budget estimates to maintain fiscal integrity.
- Experience compiling and analyzing historical budget data to assess organizational impact.
- Knowledge of federal fiscal laws and guidance to manage budget compliance and review of financial plans.
- Proficiency in tracking obligations and expenditures, preparing variance reports, and identifying compliance issues.
Education
There is no educational substitution or requirement for this GS-13 level position.
