Overview
The Traffic Management Specialist role involves coordinating the shipment of Global Prepositioned Material Services (GPMS) cargo worldwide through air, land, and sea. Strict adherence to International and Federal Transportation Laws, Department of Defense guidelines, and organizational quality standards is mandatory. The incumbent must efficiently use several logistics and tracking systems to ensure in-transit visibility and compliance of all shipments.
Key Responsibilities
- Review, verify, and process all inbound and outbound cargo documentation, including DD Forms 1149/1348-1, ensuring accuracy and completeness.
- Validate critical transportation details such as nomenclatures, quantities, Transportation Control Numbers (TCN), Accounting Codes, consignor/consignee codes, hazardous material classifications, and ITAR certifications.
- Select appropriate freight classification codes and transportation modes while managing government transportation fund obligations.
- Prepare and input shipping data using systems like CMOS, GATES, IBS, and maintain comprehensive manifest logs for cargo shipments.
- Inspect hazardous materials packaging and labeling to comply with regulations such as AFMAN 24-604, IATA, and IMDG standards.
- Receive and inventory incoming freight, documenting any discrepancies via Transportation Discrepancy Reports (DD Form 361) as necessary.
- Utilize tracking tools such as IGC, RFID-ITV, GDSS2, and SMS to offer real-time asset visibility and manage customer inquiries.
- Coordinate international and domestic shipments, manage container movements from ports of embarkation to debarkation, and ensure subcontractor compliance with contractual obligations.
- Arrange for appropriate local transport equipment considering shipment specifics, including size, weight, priority, and classification.
- Assist with loading and unloading operations involving pallets, equipment, vehicles, and ISO containers, including support at seaports and air cargo handling.
- Support the management of 463L pallets, cargo nets, tie-down devices, and participate in wood packaging materials (WPM) certification and record maintenance.
- Perform monthly container inventories, promptly report container damages or losses, and complete container inspections with documentation.
- Use systems such as GATES and ICODES for cargo manifesting, load planning, and air shipment documentation including Preload Plans and Hazardous Materials Diplomatic Clearances.
- Administer all aspects of cargo airworthiness certification, joint inspections, weight and balance computations, and secure aircraft cargo loading procedures.
- Handle explosives safely in line with prescribed regulations.
- Undertake passenger service functions including check-in, manifesting, security checks, and baggage handling during air transport operations.
- Implement quality, environmental, safety, and training programs relating to traffic management operations.
- Maintain necessary technical orders, publications, and documentation, submitting required reports and correspondence timely.
- Carry out various duties in office, shop, warehouse, and outdoor settings, adapting to working conditions as needed.
Candidate Requirements
- Proficient computer skills with Windows OS and Microsoft Office (PowerPoint, Excel, Word).
- Strong knowledge of shipping/receiving processes, able to identify and report issues effectively.
- Excellent organizational abilities with capability to meet deadlines and work efficiently under pressure.
- Effective interpersonal communication skills for collaboration with multinational teams and customers while maintaining information security protocols (COMSEC, OPSEC, COMPUSEC).
- Understanding and experience operating Material Handling Equipment (MHE) with awareness of associated safety hazards.
- Valid driver’s license from home country and ability to obtain host nation driving credentials.
- Minimum high school diploma or equivalent with at least three years' experience in traffic management or air freight operations; alternatively, an associate degree in a relevant field.
- Experience in import/export logistics, cargo preparation and handling by surface, sea, and air, container management, and use of cargo operating computer systems preferred.
- Current Hazardous Materials (HAZMAT) certification as per AFMAN 24-604 or ability to obtain it upon appointment.
- Eligibility to secure and maintain facility credentials (US citizenship required at this location).
- Physical capacity to lift/push/pull loads up to 50 lbs; willingness for domestic and international travel.
Preferred Qualifications
- Hands-on experience with aircraft cargo loading, securing cargo with nets, straps and chains, and palletizing cargo on 463L pallets.
- Familiar with AMC Airlift Load Planning certification or equivalent and knowledge of Joint Inspection processes.
Additional Information
- Must complete mandatory training courses including AMMO-43, AMMO-62, and Wood Packaging Materials certification/recertification via web-based platforms.
- Expected to wear appropriate Personal Protective Equipment (PPE) as per task requirements.
- Must comply with organizational ISO 9001 Quality Management System and Performance Work Statement requirements.
