Traffic Management Specialist

Overview

The Traffic Management Specialist ensures the coordination and shipment of Global Prepositioned Material Services (GPMS) cargo across international locations using air, land, and sea transport modes. The professional must adhere strictly to International and Federal transportation laws, Department of Defense (DOD) regulations, and various quality management standards.

Key Duties and Responsibilities

• Inspect and validate shipping documents like DD Form 1149/1348-1 for outbound and inbound cargo in the Defense Transportation System (DTS).
• Verify completeness, accuracy, and classification of cargo including hazardous materials, ensuring all transportation data such as TCN, TAC, consignor and consignee codes are correct.
• Choose appropriate commodity codes, shipment modes, and manage government transportation funding obligations efficiently.
• Prepare and process shipping documentation for systems like CMOS, GATES, IBS, and manage cargo labels and truck manifests.
• Use multiple logistics computer systems to enter and track shipment data; ensure compliance with Dangerous Goods Regulations for hazardous materials.
• Inventory and inspect incoming shipments for discrepancies, and file Transportation Discrepancy Reports when necessary.
• Provide real-time asset visibility and respond to customer queries using tracking portals such as IGC, RFID-ITV, GDSS2, and SMS.
• Prepare documentation for international and domestic shipments, including container movements between ports using surface or sealift.
• Oversee port handling and inland transportation activities, ensuring subcontractor compliance with contract terms via customer service surveys.
• Process export traffic release requests for sealift shipments and handle customs clearances with military and host country authorities.
• Coordinate with local carriers for equipment transport tailored to shipment specifications including size, weight, and priority.
• Assist in loading/unloading cargo, equipment, vehicles, and containers; support inspections and stock control of 463L pallets, nets, and tie-down equipment.
• Support wood packaging materials (WPM) certification and maintain container inventory and condition reporting using Joint Container Management (JCM) systems.
• Operate systems like GATES and ICODES for aircraft cargo processing, load planning, and prepare movement plans including hazardous material clearances.
• Ensure cargo is airworthy by conducting inspections, joint certifications, weight and balance calculations, and comply with aircraft loading standards.
• Facilitate passenger check-in, baggage handling, and security screenings as needed during air transport operations.
• Implement and maintain quality, safety, training, and environmental procedures in cargo handling operations.
• Maintain technical orders, publications, reports, and correspondence related to traffic management.
• Capable of working in both office and outdoor warehouse or maintenance environments, with physical requirements including lifting at least 50 lbs.

Skills and Experience Requirements

• Proficiency in Microsoft Office (PowerPoint, Excel, Word) and personal computing systems.
• Strong understanding of shipping and receiving processes, with attention to problem detection and reporting.
• Excellent organizational ability and capacity to meet deadlines under pressure.
• Effective communication skills, both verbal and written, maintaining compliance with communication and operational security protocols.
• Knowledge of material handling equipment (MHE) operations and associated risks.
• Valid home country driver’s license and ability to obtain a host country license.
• High school diploma or equivalent with at least three years' experience in traffic management or air freight operations, or an associate degree in a related discipline.
• Experience involving import/export processes, cargo handling via surface, sea, or air, container management, and cargo operating computer systems.
• HAZMAT certification compliant with AFMAN 24-604 or willingness to obtain upon hire.
• Ability to secure and maintain required facility credentials/authorizations; U.S. citizenship required for this location's credentials.
• Physical capability to perform required tasks, including lifting and operating equipment safely.
• Willingness to travel domestically and internationally.

Preferred Qualifications

• Experience in aircraft cargo loading and tie-down restraint techniques, including palletizing cargo on 463L pallets using appropriate equipment.
• Certification or familiarity with AMC Airlift Load Planning and the Joint Inspection process is advantageous.

This role operates primarily onsite in Abu Dhabi, UAE, within the defense and aerospace manufacturing sector. Candidates must be prepared to comply with all safety and security regulations and work in varied environments including offices and warehouses.
