Overview

John Sisk & Son Ltd, a family-owned international construction firm known for delivering trust, certainty, and value, is seeking a Tender Bid Manager to lead the full cycle of infrastructure tender proposals from initial issue to submission. This role is critical in defining the technical, commercial, and delivery strategies for bids, coordinating closely with stakeholders to ensure compliant and persuasive submissions aligned with company goals.

Key Responsibilities

  • Take complete responsibility for tenders assigned, managing them from receipt through to final submission.
  • Formulate tender strategies incorporating delivery methods, construction approaches, engineering solutions, and project value propositions.
  • Interpret and analyze tender documents, clarifications, addenda, and employer requirements accurately.
  • Serve as the main coordination hub for all tender communications, handling queries and disseminating information via eTenders and internal systems.
  • Maintain and distribute the Tender Query register promptly.
  • Oversee the tender deliverables register by assigning owners, managing deadlines, and monitoring progress.
  • Coordinate review cycles internally to ensure quality and timely contributions.
  • Manage tender formatting, ensuring adherence to templates, document standards, and brand guidelines.
  • Collect and update company information, CVs, policies, certifications, and case studies for use in tenders and pre-qualification questionnaires (PQQs).
  • Collaborate with Estimating, Engineering, HSEQ, ISS, and support teams to gather consistent and accurate inputs for submissions.
  • Arrange and lead weekly tender coordination meetings, following up on action items.
  • Organize final tender governance meetings involving Bid Management, Estimating, Commercial, and senior personnel.
  • Prepare presentations for tender finalization with contributions from all parties.
  • Develop or supervise the creation of technical content such as methodology, execution plans, logistics, sequencing, program rationale, resourcing, and innovation aspects.
  • Work with technical specialists and engineering teams to ensure responses are compliant and robust.
  • Assist in bid writing providing technical insights as necessary.
  • Ensure alignment between technical submissions and cost models with Estimating collaboration.
  • Coordinate with planners to develop compliant, feasible tender programs.
  • Manage integration of external designers, consultants, quantity surveyors, joint venture partners, and supply chain contributors.
  • Act as the primary client contact for bid-related interactions.
  • Work with Legal, Insurance, Procurement, Commercial, and RCD departments to ensure tender compliance and manage risks.
  • Ensure commercial and contractual reviews capture risks and opportunities appropriately.
  • Manage tender schedules to meet internal gate reviews and approvals.
  • Lead red-team reviews and secure technical and commercial sign-offs.
  • Maintain evidence files, trackers, approval records, and schedules for external resources.
  • Track progress, escalate risks, delays, or issues to Bid Management and Senior Leadership as needed.
  • Support collection and uploading of compliance documentation.
  • Oversee preparation of final digital and physical tender submissions.
  • Coordinate and rehearse client presentations.
  • Manage responses to post-tender clarifications, negotiations, and interviews.

Experience and Qualifications

  • Proven experience delivering infrastructure or civil engineering projects.
  • Comprehensive understanding of civil engineering, infrastructure delivery, and construction methodologies.
  • Demonstrated success managing complex tenders requiring multidisciplinary collaboration.
  • Exceptional written communication and expertise in bid writing.
  • Leadership capability for cross-functional teams under demanding deadlines.
  • Strong organizational and coordination skills.
  • Effective communication and document formatting proficiency.
  • Ability to manage simultaneous tenders in a fast-paced environment.
  • Bachelor's degree in Civil Engineering or equivalent qualification.
