Job description

About the Role

Torbay Council is a dynamic small unitary authority where decisions are made quickly and there is always an exciting agenda ahead. We foster a shared sense of purpose and growth, and invite you to join our solutions-oriented team. As a System Development Officer specializing in payroll, you will be instrumental in advancing new functionality, challenging existing methods, and shaping the future of our Corporate Payroll and HR systems.

Key Responsibilities

  • Diagnose system issues, determine root causes, and implement agreed solutions.
  • Provide support and develop the payroll system (ResourceLink) alongside other HR-related applications.
  • Contribute innovative ideas to system development projects and encourage forward-thinking changes.
  • Oversee system upgrades, conduct rigorous testing, and ensure quality implementation.

Role Insights

You will act as a vital liaison between technology teams and business units, ensuring efficient application use and promoting process improvements. Having recently migrated ResourceLink payroll to a cloud platform with added functionalities such as a mobile app, your input will define its ongoing development. Additionally, you'll help expand our Power BI capabilities, influencing reporting metrics and visual styles. Upcoming initiatives include creating centralized databases for agency workers and volunteers. This position offers flexibility with permanent remote work, but the office option is available for those who prefer it. Applications from across the UK are welcome.

Required Skills and Knowledge

  • Strong IT proficiency with an emphasis on data analysis and interpretation.
  • Effective problem-solving skills to resolve complex issues.
  • Ability to influence others and achieve positive outcomes.
  • Competence in training colleagues and customers to ensure effective system knowledge transfer.
  • Current experience with ICT, HR, and payroll systems.
  • Capability to produce detailed specifications for report writing.
  • Experience applying system updates and performing thorough testing.

Experience and Qualifications

  • Background in ICT helpdesk roles, providing technical support and resolving inquiries.
  • Administrative and developmental experience managing systems with sensitive and confidential data.
  • Proven track record in reviewing and enhancing systems and processes.
  • Experience delivering ICT training to colleagues and clients.
  • GCSE level education including Grade C or above in Maths and English, or equivalent.

Additional Information

  • Salary range: £36,581 to £39,481 annually.
  • Application deadline: 18 September 2026.
  • Interviews will take place during the week starting 28 September 2026.
