Job description
Position Overview
The Subcontracts Executive (Management Trainee) role reports to senior management such as the Manager, Deputy Manager, or Assistant Manager, and requires strict adherence to the company's policies and procedures. The role involves maintaining compliance with all Standard Operating Procedures, Work Instructions, and Quality Procedures while initiating improvements to existing processes.
Key Responsibilities
- Maintain an updated and reliable list of subcontractors through screening, registration, and a banding system to support organizational workforce needs.
- Collaborate closely with internal departments and subcontractors to understand manpower needs and allocate subcontractor workloads accordingly in consultation with the Production Department.
- Prepare comprehensive tender documents ensuring all necessary information and requirements are included.
- Evaluate commercial bids, negotiate with subcontractors when necessary, and coordinate subcontracting work across projects.
- Review subcontractor invoices against work orders, progress claims, and completion reports to ensure accuracy and timely settlement after work completion.
- Manage subcontractors according to sponsorship or support classifications, including assessing dependency ratios and project adequacy.
- Monitor responsible recruitment of foreign workers by subcontractors according to guidelines and track recruitment progress.
- Track employment activities of local workers and ensure compliance with Marine Sponsorship Scheme requirements including on-time salary and levy payments, CPF contributions, and adequate housing for work permit holders.
- Conduct regular and remote interviews with subcontractors' workers on sites or dormitories to gather feedback.
- Review dormitory inspection findings and process relevant documents related to work commencement and payment claims like job cards and work orders.
- Issue commendations or warning letters to contractors based on performance and compliance levels.
- Prepare reports and presentations for management reviews as needed and perform ad hoc duties assigned by supervisors.
Qualifications and Skills
- Bachelor's degree in Engineering is required.
- Must be able to thrive in a fast-paced work environment.
- Strong organizational and problem-solving capabilities are essential.
- Excellent communication and interpersonal skills for effective collaboration.
- Ability to work both independently and as part of a team.
Work Location and Schedule
This position is based at Seatrium (SG) Pte. Ltd., Tuas Yard, Pioneer Sector 1, Singapore 628437, with island-wide transportation provided.
Working days are Monday through Thursday from 8:00 AM to 5:15 PM and Friday from 8:00 AM to 4:30 PM.
