Project Context

IOM delivers crucial services to Afghan nationals residing at Camp As Sayliyah, Qatar, including psychological counseling, mental health support, protection services, and community outreach. The Staff Counselor will execute staff wellbeing initiatives within this setting, working two days per week.

Role Responsibilities

• Deliver direct mental health services through confidential psychological counseling sessions (individual and group), both in-person and online, for staff and their dependents.
• Provide psychological support post-critical incidents or emergencies to staff members.
• Identify and collaborate with local and regional mental health resources for referrals or crisis situations; refer staff requiring urgent psychiatric assistance to appropriate external providers.
• Design and conduct capacity-building trainings on stress management, emotional regulation, dealing with critical incidents, and wellbeing for all staff and specialized sessions for managers to enhance mental health awareness and supportive leadership.
• Collaborate with management to develop preventative strategies addressing workplace psychosocial risks and critical incident preparedness.
• Participate actively in the Staff Welfare team's routine activities, including monthly supervisions and retreats.
• Consult with management on workplace wellbeing issues, supporting implementation of the UN Mental Health Strategy and responding to specific organizational needs.
• Maintain compliance with professional standards set by the United Nations Stress and Staff Counsellors Group and adhere to ethical codes.
• Prepare high-quality reports and complete administrative tasks related to the role.

Performance Metrics

• Provide a minimum of 10 counseling session spaces monthly, contingent on demand.
• Respond promptly to all emergency psychosocial support requests, delivering post-intervention advice as appropriate.
• Conduct at least one wellbeing training session monthly and one mental health capacity-building session quarterly aimed at managerial staff.
• Execute manager consultations and supply written recommendations for all sessions.
• Submit a detailed end-of-contract report capturing activities, trends, and recommendations.

Minimum Qualifications

• Master's degree in clinical psychology, counseling, psychiatry, or related discipline with two years' relevant experience; or Bachelor's degree with four years' relevant experience.
• Valid professional license, certification, or current membership in a recognized professional body aligned to psychiatric, psychological, counseling, family therapy, or social work fields.
• At least four years post-licensure counselling experience, preferably within humanitarian or international organizations.
• Experience providing counseling and psychosocial interventions.
• Preferred experience collaborating with UN agencies or employee assistance programs.
• Well-versed in the impacts of humanitarian work on employee wellbeing.
• Excellent communication skills, both written and verbal.
• Awareness and application of diversity and inclusion principles.

Languages

Fluency in English is mandatory, with proficiency assessed during recruitment through written and oral evaluations.

Additional Notes

The consultant will be covered under IOM's Compensation Plan for occupational accidents and illnesses at no cost but must secure their own medical insurance for unrelated health issues. Employment is contingent on funding confirmation and clearance for appointment including medical fitness, accreditation, visa, and security checks. IOM enforces zero tolerance toward misconduct such as sexual exploitation, harassment, abuse, and discrimination.
