Position Overview

We are seeking a Senior Traffic and Detour Engineer to serve within the Project Management Consultancy (PMC) team at our Riyadh office. The role focuses on leading technical reviews of traffic engineering designs, temporary traffic management strategies, and road diversion plans. The goal is to ensure all plans comply with project specifications, industry standards, and local road authority regulations while maintaining safety, access, and minimizing disruptions throughout construction.

Key Responsibilities

• Critically evaluate traffic engineering documents including studies, impact assessments, temporary management plans, and detour designs submitted by consultants and contractors.
• Examine diversion layouts, junction designs, lane schemes, traffic capacity, construction phasing, signage, road markings, barriers, lighting, and provisions for pedestrians and cyclists.
• Ensure traffic arrangements maintain safe access for local residents, businesses, emergency services, public transportation, and construction personnel.
• Analyze traffic surveys, capacity assessments, modelling assumptions, and operational evaluations of proposed diversions.
• Collaborate with teams from highways, utilities, structural engineering, construction, and health & safety departments to address design interfaces and constructability concerns.
• Coordinate with clients, road authorities, traffic police, consultants, and contractors to secure necessary permits, approvals, and plan implementation steps.
• Provide clear and consolidated review feedback, monitor responses, and confirm issue resolution before endorsing acceptance as per PMC authority.
• Participate in road safety audits, ensuring audit findings are incorporated into revised designs and traffic management plans.
• Perform site inspections pre- and post-diversion implementation to confirm compliance and identify corrective actions.
• Assess contractor proposals for amendments to approved traffic arrangements and evaluate their safety, operational, and scheduling impacts.
• Monitor traffic conditions throughout construction, recommending adjustments to address congestion, access limitations, or safety issues.
• Compile technical reports, review logs, progress summaries, and recommendations for the PMC team and client stakeholders.

Prerequisites

• Bachelor's degree in Civil Engineering, Transportation Engineering, or a closely related field.
• At least 15 years of hands-on experience in traffic engineering, road design, temporary traffic management, and diversion planning.
• Proven track record of reviewing traffic and detour designs for large-scale road, infrastructure, or urban development projects.
• Prior roles in PMC, supervision consultancy, or client representative capacities are essential.
• Solid understanding of traffic engineering standards, road safety concepts, and the procedures for obtaining local authority approvals.
• Experience managing traffic operations in phased construction and constrained urban environments.
• Professional engineering licensure or chartered engineer status is preferred.
• Experience in the regional context with knowledge of local road authority requirements is desirable.
