Role Overview

This Senior Product Manager role owns the end-to-end management of SHIP-HATS, focusing on delivering a reliable, extensible platform that supports hundreds of government systems. You'll collaborate with engineers, operations, policy personnel, and the Product Operations team, championing product strategy, handling vendor partnerships, and engaging key stakeholders including developers, DevOps engineers, and agency IT leads.

Key Responsibilities

• Define and maintain the SHIP-HATS product roadmap, prioritizing initiatives across a multifaceted platform.
• Establish and track success metrics quarterly, using data-driven insights to inform product decisions.
• Lead the evolution of SHIP-HATS to support AI-native software development lifecycles, partnering with AI product teams to adapt workflows including pipelines and security scanning.
• Monitor user adoption across government agencies, from basic CI/CD involvement to mature DevSecOps implementations, synthesizing feedback into actionable recommendations.
• Collaborate cross-functionally with engineering, operations, policy teams, and manage vendor relationships to maximize strategic value and negotiate feature sets and pricing.

Candidate Profile

• Demonstrated experience managing developer-facing or CI/CD platform products with full responsibility over vision, roadmap, prioritization, and outcome measurement.
• Strong platform mindset, understanding complexities in serving diverse user groups while maintaining cohesion.
• Capability to conduct strategic platform assessments and guide decisions on tooling direction, migration, and transitions.
• Insight into AI’s impact on developer workflows, especially concerning code review, automation, and security screening, coupled with personal experimentation using AI tools.
• Familiarity with developer tools such as GitLab, Jira, Confluence, or security testing products, able to engage technically with engineering teams.
• Data literacy—skilled at defining, analyzing, and leveraging success metrics to steer product strategies.
• Strong interpersonal and vendor management skills to align diverse teams and stakeholder interests.
