Project Overview

This significant infrastructure initiative is aimed at creating a mixed-use development in Riyadh poised to become a global landmark with unique vision and a distinct, self-sustaining community hub featuring iconic assets. KBR provides PMO services, governance, assurance, integration, and performance oversight across all related projects and programs.

Role Summary

Reporting to the Project Controls Director, the Senior Planning Manager oversees coordination among PMCs for comprehensive planning, scheduling, and project coordination. The role emphasizes defining, maintaining, and enforcing standards for Primavera P6 usage.

Key Responsibilities

  • Establish and uphold the Primavera P6 Enterprise Project Structure (EPS) hierarchy aligned with the approved Work Breakdown Structure (WBS) and ensure appropriate assignment of nodes to respective PMCs.
  • Align planning tools, the Project Management Information System (PMIS) on SharePoint, Data Warehouse (DWH), and existing cost and reporting platforms for seamless integration.
  • Coordinate schedule data integration and validation across multiple systems.
  • Support improvements to planning and reporting software consistent with digital transformation goals.
  • Administer the Primavera P6 environment, maintaining EPS nodes, Integrated Master Schedule (IMS), and monthly archival processes.
  • Develop and update a weightage system to measure progress roll-up for project, district, and program-level reporting; maintain an updated change log for P6 and EPS.
  • Generate and maintain the Master Procurement Schedule following procurement strategies.
  • Create and sustain program and portfolio-level IMS.
  • Ensure IMS comprehensively reflects the entire program scope and sitewide packages with effective communication along the project chain.
  • Manage inter-project interfaces, dependencies, and identify critical paths.
  • Verify scheduling coherence between district and asset levels.
  • Support scenario planning, sequencing options, and strategic planning contributions.
  • Prepare IMS Baseline Package documentation including narrative, schedule basis, weight distribution, cost and resource loading, codes, interfaces, assumptions, and exclusions.
  • Maintain and regularly update IMS documentation covering baseline completion tracking, cash flow, resource calculations, change control, interfaces, issues, delays, mitigation, and version history.
  • Guarantee IMS coverage of all project phases including design, approvals, infrastructure, procurement, tenant fit-outs, and exhibitions.
  • Produce monthly IMS update packages aligned with approved progress dates including consolidated schedule performance and reports analyzing forecasts and mitigation status.
  • Report percent complete metrics at district, program, and portfolio levels based on the weightage system.
  • Develop and maintain a comprehensive Development Master Schedule (DMS) integrating activities from multiple stakeholders.
  • Report on DMS activities such as approvals, land acquisition, marketing, tenant fit-outs, sales strategies, budgeting, and cost details.
  • Provide governance over PMC Level 3 baseline schedules by reviewing, validating, and approving to ensure compliance with standards.
  • Assess baselines for realism, logical flow, resource and cost loading, and traceability.
  • Manage baseline change control processes including impact assessment and documentation.
  • Participate in monthly program review meetings and lead baseline revision processes.
  • Review PMC Level 3 updated schedules and verify performance using defined progress measurement methodologies.
  • Validate progress updates against schedules and evidence.
  • Conduct schedule performance analyses including critical path and trend evaluations.
  • Identify delays, risks, and emerging scheduling issues.
  • Perform independent quality reviews to ensure PMC compliance with scheduling standards including audit trail verification and support audits.
  • Assist in proactive forecast and recovery scheduling by validating PMC forecasts and mitigation plans.
  • Evaluate recovery schedules and escalation of schedule risks coordinated with risk management.
  • Analyze Level 4 Contractor Programs to address progress and project status concerns.
  • Facilitate long-term program maturity by capturing lessons learned and supporting training and mentoring initiatives.

Qualifications and Experience

  • BSc in Construction Management, Engineering, Planning, or related discipline.
  • At least 15 years of professional experience post-graduation.
  • Required professional memberships or charterships such as PMI-PMP, PMI-CAMP, GRI Professional, or equivalent.
  • Comprehensive knowledge across engineering, commercial, and planning components of large civil, infrastructure, and development projects.
  • Proficient in Primavera P6, PertMaster, and MS Office applications.
  • Strong understanding of CPM networks, resource and cost loading, and risk management methodologies.
  • Skilled in monitoring and analyzing project progress, identifying trends, and recommending corrective measures.
  • Excellent report writing abilities.
  • Fluent in English, both written and spoken.
