About the Role

Join Parsons as a Senior Planning Engineer based in Qatar, where you'll contribute to large infrastructure projects by delivering expert planning and scheduling support. This role involves working closely with construction supervision teams to manage and review contractors' schedules, monitor progress, and support recovery efforts for any project delays. Responsibilities also include time-related claims analysis and ensuring adherence to client and project standards throughout project phases.

Key Responsibilities

• Provide comprehensive planning and scheduling support for design and construction projects, managing engineering construction programs.
• Evaluate and approve contractors' baseline and updated work programs along with associated documentation.
• Utilize Primavera P6 and Primavera Web Scheduling tools to monitor project timelines, baselines, and costs.
• Ensure standardized reporting using Primavera Contract Management (Expedition) according to client requirements.
• Verify on-site progress and compare actual versus planned schedule performance.
• Track and update cost plans and cash flow forecasts, compiling monthly progress reports.
• Implement Earned Value Management systems to assess schedule and cost efficiency.
• Conduct Extension of Time evaluations, prepare detailed recommendations, and analyze project delays and entitlements.
• Collaborate with contractors to develop recovery schedules and mitigation strategies when delays occur.
• Assist in evaluating time-based claims alongside commercial and claims teams.
• Develop and maintain scheduling and project control processes across project stages including design, construction, testing, commissioning, and close-out.
• Ensure all planning activities conform to project goals, client standards, and internal policies.

Required Qualifications and Skills

• Bachelor's degree in Civil Engineering or related field from an accredited institution.
• Certified training in project planning, scheduling, and Primavera software applications (P6 and Contract Management/Expedition), plus cost engineering expertise.
• At least 14 years of experience on large infrastructure projects involving roads, sewer, surface water, and potable water systems, with a minimum of 5 years in a senior planning engineer capacity at an engineering or project management consultancy.
• In-depth knowledge of project planning, budgeting, cost phasing, and control using Primavera-related software within integrated project environments.
• Proven completion of a project similar in complexity to currently handled projects.
• Fundamental understanding of electrical, mechanical, and civil engineering disciplines.
• Advanced proficiency in Microsoft Office, Primavera Project Management/P6, Primavera Contract Management/Expedition, and Power BI.
• Valid MMUP, MME, or UPDA certification is mandatory.

Preferred Experience

• Previous work experience in Qatar or the GCC region with knowledge of local client protocols and regulatory requirements.
• Strong capability to evaluate complex schedules, detect risks, and formulate mitigation plans to maintain project timelines.
• Expertise in overseeing project planning during design, construction, and close-out stages, optimizing scope, budget, and schedule.
• Competent in communicating project status clearly to senior management and stakeholders including detailed reporting.
• Skilled in identifying planning-related engineering challenges and recommending solutions aligned with project aims.
