About the Role
Parsons is seeking a highly qualified Senior Planning Engineer specializing in Rails to join their Project Management Consultancy (PMC) team for a significant Rail project in Abu Dhabi, UAE. This position involves overseeing planning, scheduling, monitoring progress, reporting, and supporting time-related claims and extensions of time (EOT).
Key Responsibilities
- Critically assess contractor baseline and progress schedules, ensuring compliance with contractual obligations and Parsons' standards.
- Create and manage integrated master schedules for various packages and interfaces, confirming resource availability and schedule practicality.
- Detect schedule risks and conflicts, contributing updates to the project's risk register.
- Evaluate progress updates for delays, critical milestones, and suggest mitigation or recovery plans.
- Conduct scenario-based "what-if" scheduling analyses and assess the impacts of changes or variations.
- Generate weekly and monthly progress reports, analytical summaries, dashboards, and visual presentations aligned with project milestones.
- Assist in claims and EOT evaluations using delay analysis techniques such as time impact analysis, window analysis, and concurrent delay assessments.
- Lead coordination meetings related to planning activities, maintain trackers and logs, and ensure accurate record-keeping.
- Provide technical leadership and mentorship to members of the planning team as required.
Qualifications and Experience
- Bachelor's degree in Civil Engineering or Construction Management from an accredited institution.
- At least 12 years of professional experience post-graduation, including a minimum of 5 years in rail-related projects.
- Proven background in Planning & Scheduling, Quantitative Schedule Risk Analysis, and managing Extension of Time claims.
- Deep understanding of rail design processes and construction methodologies.
- Proficiency in Primavera P6, Primavera Risk Analysis, and TILOS software tools.
- Strong grasp of rail construction industry best practices, regulations, and standards.
Preferred Skills and Attributes
- Certification such as PSP (Planning & Scheduling Professional) or PMI-SP is advantageous.
- Ability to manage stakeholder interfaces and solve problems analytically.
- Dedication to safety, ensuring quality, and delivering projects on schedule.
