Overview

Lead and oversee the comprehensive worker welfare initiatives across Qiddiya’s operational landscape, ensuring that employees, contractors, and service providers have safe, healthy, dignified living and working conditions adhering to all legal and organizational standards within Qiddiya managed assets, venues, precincts, events, and public areas.

Key Responsibilities

  • Develop, enforce, and improve the city-wide Worker Welfare Framework, standards, procedures, and assurance programs city-wide.
  • Maintain and implement the Worker Welfare Management Plan for all operational assets, ensuring uniform compliance across locations, shifts, contractors, and service providers.
  • Integrate welfare requirements into overall operational policies, contractor management, workforce mobilization, and risk control programs.
  • Provide expert advice on worker welfare, labor standards, and workforce wellbeing matters within city operations.
  • Direct risk-based audits and inspections covering accommodations, transport, catering, hygiene, recreational facilities, wellbeing and support services, ensuring compliance.
  • Oversee contractor performance relating to welfare standards, conduct inspections, audits, and ensure rectification of identified issues in a timely manner.
  • Manage welfare-related contractors, define requirements and service level agreements (SLAs), and drive vendor performance improvements.
  • Support operational readiness through incorporation of welfare considerations into design, commissioning, mobilisation, and go-live reviews of new assets and services.
  • Ensure effective welfare management for temporary, seasonal, and event-specific workforces, addressing risks like heat stress and extended working hours.
  • Manage grievance mechanisms with confidential reporting, ensuring fair investigation, prompt resolution, and continuous improvement from feedback.
  • Develop and maintain comprehensive welfare performance dashboards, KPIs, and reporting tools for leadership insight and governance.
  • Lead and cultivate a skilled worker welfare team across multiple sites, establishing training programs and clear role definitions.
  • Collaborate extensively with internal departments and external stakeholders to enhance welfare outcomes city-wide.

Required Qualifications & Experience

  • Bachelor’s degree in Social Sciences, Public Health, Occupational Health & Safety, Facilities Management, Hospitality Management, or a related field.
  • Preferred certifications or training in worker welfare, labor standards, social compliance audits, or related areas such as NEBOSH, IOSH, or ISO auditing.
  • A minimum of seven years’ experience managing worker welfare, accommodation, social compliance, facilities, or related services within extensive, multi-site operational environments.
  • Experience with large-scale environments like mixed-use destinations, airports, transport networks, entertainment venues, or similar complex operational contexts is advantageous.
  • Proven skills in conducting multi-site audits, managing vendors and SLAs, handling grievances, and engaging stakeholders effectively.
  • Familiarity with operational readiness, mobilization processes, asset handover, or managing welfare during large events and peak periods is preferred.
  • Strong initiative, independence, and ability to proactively identify and resolve welfare concerns across dispersed locations.
