Senior Instrumentation Engineer

About the Role

Join Parsons Corporation in Qatar as a Senior Instrumentation Engineer, where you will spearhead the oversight of instrumentation, control, and automation efforts on a major roads, infrastructure, and drainage project. You will be responsible for systems related to surface-water and foul-sewer pump stations, attenuation tanks, rising mains, drainage networks, and connected PLC, SCADA, HMI, monitoring, protection, and control systems.

Key Responsibilities

• Lead supervision of instrumentation, control, and automation work packages, focusing especially on pumping station systems.
• Evaluate contractor submissions including instrumentation shop drawings, calculations, material submittals, method statements, controls philosophies, inspection and test plans, and related technical documents.
• Oversee installation, integration, testing, and commissioning of field instruments installed at pump inlets, outlets, rising mains, tanks, chambers, and related infrastructure.
• Confirm appropriate installation and operation of monitoring and protection devices such as level, flow, pressure, vibration, and conductivity sensors per approved design criteria.
• Analyze PLC, SCADA, and HMI architectures, including panel layouts, input/output schedules, communication protocols, alarms, interlocks, data logging, and reporting functionalities.
• Ensure both hardware and software interlocks provide necessary pump protection to guarantee safe operation under various conditions including low-level, no-flow, high-pressure, and flood situations.
• Review interfaces with variable frequency drives (VFD) or soft starter panels, main PLCs, local and remote SCADA systems, plus mechanical and electrical equipment.
• Coordinate instrumentation requirements with multidisciplinary teams such as mechanical, electrical, civil, structural, process, SCADA, communications, and commissioning groups.
• Attend factory inspections and acceptance tests including Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), loop checks, calibration checks, point-to-point and functional testing, and integrated system validation.
• Review and monitor contractor testing and commissioning plans, readiness documentation, and integration strategies.
• Supervise quality of installation, including cable termination, tagging, calibration, configuration, preservation, and equipment protection.
• Manage technical queries, evaluate substitution proposals, configuration changes, and other site-specific constraints, offering recommendations to the Resident Engineer and the supervisory team.
• Raise and track site observations and Non-Conformance Reports (NCRs), overseeing corrective actions and verifying their thorough resolution.
• Assess documentation such as operation and maintenance manuals, training materials, spare parts lists, special tools, software, asset data, as-built drawings, and handover packages.
• Support operator training, performance demonstrations, final handover procedures, and inspections during the maintenance phase.

Candidate Profile & Skills

• Bachelor’s degree in Instrumentation, Control and Automation, Electrical, Electronics Engineering, or related fields.
• Over 14 years of professional experience with at least 10 years in senior roles specifically supervising instrumentation, control, or automation systems.
• Proven professional work history within the Middle East region.
• Extensive experience working with engineering consultancy or as an Engineer’s Representative for large infrastructure, drainage, or pump station construction supervision projects.
• Expertise in instrumentation, control, and automation of surface-water, stormwater, wastewater, or foul-sewer pump stations.
• Hands-on knowledge of PLC, SCADA, HMI, industrial communications, field instrumentation, alarms, interlocks, data logging, and automated pump-station operations.
• Familiarity with level, flow, pressure, vibration, and conductivity process-monitoring instruments.
• Experience reviewing complex technical documentation: shop drawings, instrument schedules, IO lists, control philosophies, cause-and-effect matrices, submittals, method statements, and test plans.
• Practical competence overseeing Factory Acceptance Tests, Site Acceptance Tests, calibration, loop checks, point-to-point tests, functional tests, and overall integrated system validation.
• Coordination skills in integrating instrumentation with mechanical, electrical, SCADA, communications, and control systems.
• Comprehensive understanding of Qatar Construction Specifications, Authority ICA requirements, contract obligations, and international standards related to instrumentation and control.
• Capability to independently manage a specialist instrumentation team, handling complex assignments applying expert engineering principles.
• Professional certification or chartered engineer status is an advantage.
• Mandatory MME engineering certification for contract deployment with allowance for obtaining certification post-mobilization as per contract stipulations.
• Fluency in English with excellent technical report writing, communication, presentation, and stakeholder liaison skills.
• Full proficiency in computer systems including engineering tools, configuration, reporting, document control, and project information software.
