Senior Estimation and Tendering Manager (Civil)

Overview

The Senior Estimation & Tendering Manager (Civil) oversees and directs all estimation, cost planning, and tendering activities tied to substantial building construction projects. This role is pivotal in crafting precise cost calculations, assessing commercial risks, managing cross-functional bid teams, and delivering competitive tenders on schedule, thereby driving new project acquisitions aligned with strategic organizational goals.

Key Responsibilities

• Lead and validate comprehensive cost estimations for civil and building construction initiatives.
• Interpret project documents, including drawings, specifications, and BOQs, to finalize costs.
• Conduct thorough quantity take-offs and verify the quantities utilized in project assessments.
• Develop detailed cost plans, budgets, and tender pricing strategies.
• Solicit, appraise, and compare quotations from suppliers and subcontractors.
• Oversee the entire tendering workflow from inquiry reception to submission.
• Collaborate with engineering, planning, procurement, commercial, and operations teams to compile robust bids.
• Ensure accurate, timely submission of both technical and commercial proposals.
• Perform tender evaluations to uncover commercial and technical risks.
• Handle tender clarifications and engage in client negotiations when necessary.
• Analyze project cost structures, profitability, and overall commercial feasibility.
• Champion value engineering efforts to reduce costs and enhance bid competitiveness.
• Review contractual terms to pinpoint risks and obligations.
• Offer strategic advice on pricing and bidding approaches.
• Manage and mentor estimation engineers and tendering personnel.
• Delegate roles and monitor team output and adherence to best practices.
• Encourage continual improvement in estimation processes and foster internal collaboration during bids.
• Stay updated on market trends, cost fluctuations, and competitor actions within the construction sector.
• Support business development by supplying technical and commercial insights for prospective projects.
• Build and maintain strong relations with clients, consultants, suppliers, and subcontractors.

Qualifications & Experience

• Bachelor's degree in Civil Engineering.
• Preferred professional certifications in cost or project management.
• At least 12 to 15 years of relevant experience in estimation and tendering within construction.
• Proven track record in major building projects such as high-rises, commercial, residential, hospitality, healthcare, mixed-use, and institutional buildings.

Technical Competences

• Expertise in quantity take-off and BOQ development.
• In-depth knowledge of structural, architectural, and finish work components.
• Advanced capabilities in cost estimation, budgeting, and commercial assessments.
• Strong familiarity with FIDIC contract frameworks and administration.
• Experience with varied contract delivery methods including Design & Build and Early Contractor Involvement (ECI).
• Proficiency in estimation software platforms and Microsoft Office suite.
