Job description

Overview

The Security Officer serves as the primary security contact for the East and Southern Africa Multi Country Office (ESAMCO). This role involves providing expert security advice, coordinating security measures, and operational support to ensure the safe delivery of UNOPS programs while enforcing stringent UNOPS and United Nations Security Management System (UNSMS) standards within the designated region.

Key Responsibilities

  • Deliver technical and advisory support to secure UNOPS personnel, assets, and activities according to global security protocols and local laws.
  • Continuously monitor security conditions, evaluate risks, and produce timely updates and mitigation strategies for management.
  • Conduct security risk assessments and integrate security considerations into all phases of project management, including planning and budgeting.
  • Provide guidance on protective measures for project teams and ensure project proposals meet security standards.
  • Assist in developing and reviewing security plans, Standard Operating Procedures, contingency plans, and business continuity strategies to enhance safety across the programming area.
  • Coordinate with local authorities, UN security bodies, and partners to share information, manage security operations for missions and events, and maintain emergency readiness.
  • Manage incident reporting systems, ensuring incidents are properly documented and addressed with lessons learned disseminated.
  • Lead security training sessions, briefings, and awareness programs for personnel, including emergency preparedness and communication protocols.
  • Oversee compliance with security policies, budget planning for security operations, and maintain essential security documentation and equipment inventories.
  • Provide supervision and mentoring to onsite security staff to maintain high standards of conduct and performance.
  • Engage in security research, knowledge sharing, and contribute to communities of practice to improve security measures and training delivery.

Required Qualifications and Experience

  • Bachelor's degree in any field with at least two years of relevant security experience, or a Master's degree with no required experience.
  • Professional security certifications such as UNDSS SSAFE, HEAT, or CPP are advantageous.
  • Practical experience in security management, law enforcement, or military fields, including risk assessment and crisis management.
  • Familiarity with security coordination within UN or similar organizations, and proficient use of office software suites and online management tools.

Preferred Qualifications

  • Experience within multicultural or United Nations environments in developing countries.
  • Background in development or humanitarian sectors is beneficial.
