Job description

Overview

The Procurement Manager will spearhead efficient, compliant procurement operations guided by international public procurement standards and organizational policies. This role is responsible for constructing and executing strategic procurement plans that ensure value for money while adhering to UNOPS rules, regulations, and risk management protocols.

Key Responsibilities

  • Lead the design and implementation of procurement and contracting strategies for acquiring goods, services, and works.
  • Ensure application of the UNOPS procurement governance framework across business units and projects, maintaining compliance with policies, procedures, and sustainability standards.
  • Oversee market analysis and supply-market intelligence, optimizing procurement approaches to promote cost savings and stakeholder engagement.
  • Manage end-to-end procurement processes including strategy, sourcing, solicitation, evaluation, contract award, and post-purchase contract management.
  • Utilize e-procurement tools and develop supplier rosters, including supplier selection, evaluation, and performance measurement.
  • Lead knowledge-sharing initiatives by organizing training, capacity-building programs, and participation in procurement networks and communities of practice.
  • Supervise and mentor procurement teams, ensuring quality results through effective recruitment, planning, performance management, coaching, and policy compliance.
  • Collaborate with UN agencies on harmonized procurement services and joint procurement strategies within the UN reform context.

Qualifications

  • Advanced university degree (Master's) in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or related discipline with 5 years of relevant experience, OR a Bachelor's degree plus 2 additional years of experience.
  • Professional certifications such as CIPS Level 4 or an equivalent are advantageous, especially for candidates without a procurement-specific degree.
  • Knowledge of UNOPS procurement rules and emergency procedures is highly preferred.

Experience

  • At least 5 years of relevant professional procurement experience implementing complex procurement programs and managing high-value cases.
  • Proven experience in managing diverse procurement teams consisting of local and international staff.
  • Desired experience includes infrastructure procurement, working with diverse stakeholders in both developing and developed countries, and proficiency with enterprise systems including OneUNOPS.
  • Exposure to the UN system, especially in developing countries and hardship locations, is considered an asset.

Additional Information

  • The role demands strategic relationship building, business case preparation, risk management, and an ethical, client-focused orientation.
  • Competence in computer and office software, web-based management systems, and e-sourcing tools is beneficial.
