Secondary Design Engineer - Substation

About the Role

POWERCHINA Jiangxi Electric Power Construction Co., Ltd - Dubai Branch is seeking a seasoned Substation Secondary Design Engineer to enhance its engineering team in Dubai, specializing in HV/EHV substation projects throughout the Middle East and Africa region.

Primary Responsibilities

• Execute secondary engineering and design of Protection & Control (P&C) systems for HV/EHV AIS and GIS substations.
• Develop and evaluate Protection Single Line Diagrams (SLDs), P&C schematics, AC/DC wiring diagrams, terminal diagrams, interlocking logic, and trip matrix documentation.
• Prepare and verify cable schedules, Input/Output lists, and signal lists to ensure project accuracy.
• Formulate protection schemes for power transformers, transmission lines, cables, busbars, and feeders.
• Conduct relay setting reviews, protection coordination and selectivity studies, along with Current Transformer (CT) and Voltage Transformer (VT) calculations.
• Assess designs of protection and control panels alongside vendor technical documentation.
• Facilitate coordination between protection relays, Intelligent Electronic Devices (IEDs), Bay Control Units (BCU), Remote Terminal Units (RTU), and Supervisory Control and Data Acquisition (SCADA) systems.
• Support substation automation and protection interfaces compliant with IEC 61850 standards.
• Collaborate with teams from Primary, SCADA/Telecom, Civil, and other engineering disciplines.
• Deliver engineering assistance during Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), testing phases, and commissioning.

Candidate Requirements

• A bachelor's degree in Electrical Engineering, Power Systems Engineering, or a related field.
• At least five years of practical experience in Substation Secondary Design, specifically Protection and Control engineering.
• Practical design experience with HV/EHV substations, ideally 132kV and above, covering both AIS and GIS technologies.
• Proficient in creating secondary drawings, protection schemes, control circuits, relay settings, and protection coordination studies.
• Solid understanding of the IEC 61850 standard.
• Experience working with protection systems from Siemens, Hitachi Energy/ABB, Schneider, GE, or Schweitzer Engineering Laboratories (SEL) is advantageous.
• Prior involvement with substation, utility, or Power EPC projects in UAE or GCC regions is highly valued.
• Exposure to utilities such as DEWA, TAQA/TRANSCO, EtihadWE, and SEWA enhances candidate suitability.

Important Notes

This engineering role focuses predominantly on design duties. Candidates whose experience centers largely on Testing & Commissioning, Maintenance, Site Operations, or isolated SCADA functions without substantive secondary design expertise might not meet the position's requirements.
