Role Objective

The Site Safety Officer for FMCC is entrusted with enforcing safety regulations and ensuring adherence to DGMS (Directorate General of Mines Safety) guidelines. The goal of the role is to achieve zero non-conformities during safety audits and reduce unsafe incidents within mining operations. This position involves identifying and addressing safety risks, conducting inspections, leading safety orientations, managing training programs, and coordinating emergency preparedness to foster a robust safety culture and legal compliance.

Primary Duties and Responsibilities

• Ensure strict compliance with DGMS safety norms by monitoring mining activities, focusing on hazards such as coal dust, electrical threats, and fire risks.
• Track and resolve any issues flagged during DGMS safety audits, aiming for zero non-conformities and continual safety improvements.
• Maintain detailed records and documentation to demonstrate full adherence to statutory safety requirements, and conduct regular safety review meetings to identify and rectify deviations.
• Perform comprehensive Hazard Identification and Risk Assessment (HIRA) to detect potential mining hazards including coal dust, electrical, and fire hazards.
• Develop, implement, and continuously update risk mitigation strategies to minimize risks to personnel and property.
• Investigate safety incidents through Root Cause Analysis (RCA) and enforce corrective measures to prevent recurrences.
• Provide safety orientation sessions to new recruits focusing on relevant mining-specific hazards.
• Coordinate vocational training including gas testing and first aid to build employee competency in managing safety risks.
• Ensure that sufficient safety equipment and resources are available to protect workers and promote safety awareness via safety week and council meetings.
• Create and periodically revise emergency response plans tailored to specific mine-related hazards such as coal dust explosions, electrical failures, and fires.
• Organize drills to assess and strengthen emergency preparedness of staff.
• Collaborate closely with emergency services and regulatory authorities to optimize emergency response coordination.
• Lead the deployment and effective usage of digital tools to enhance safety management and team productivity.

Stakeholder Interaction

Interact regularly with internal stakeholders including Heads of Departments (HODs) and employees, and external stakeholders such as the DGMS and Forest Department to maintain compliance and promote safety standards.

Qualifications and Experience

• Essential educational qualification: Bachelor of Technology (B.Tech) or Bachelor of Engineering (B.E) in Mining.
• Demonstrated professional experience ranging between 10 and 20 years in relevant safety roles.
