Overview
Seeking an experienced Safety Officer to enforce Health, Safety, and Environmental (HSE) standards within Oil & Gas and EPC construction projects in Saudi Arabia. The role is based in Jiddah, Makkah, and involves ensuring adherence to safety regulations, hazard identification, and fostering a culture of workplace safety.
Key Responsibilities
- Implement and oversee adherence to HSE policies, procedures, and project-specific safety protocols.
- Perform periodic site safety audits and identify unsafe conditions or behaviors.
- Lead Toolbox Talks, conduct Safety Inductions, and facilitate HSE awareness training sessions.
- Supervise Permit to Work processes ensuring adequate safety controls are in place.
- Carry out and assess Risk Assessments, Job Safety Analyses (JSA/JHA), and Hazard Identification and Risk Assessments (HIRA).
- Monitor high-risk operations such as working at heights, lifting, hot work, confined spaces, excavation, and scaffoldings.
- Ensure proper personal protective equipment (PPE) use and enforced compliance with site safety guidelines.
- Investigate and report on incidents, near misses, and hazardous conditions promptly.
- Maintain comprehensive daily safety reports, inspection records, and all relevant HSE documentation.
- Collaborate with supervisors and project managers to address and close safety observations and corrective actions.
- Participate in emergency exercises and ensure all response procedures are properly followed.
- Guarantee conformity with client and Saudi regulatory HSE standards.
- Encourage and uphold a strong safety culture among staff and subcontractors.
Requirements
- NEBOSH International General Certificate (IGC) Level 3 certification is essential.
- At least 3 years of relevant Safety/HSE experience post-NEBOSH IGC Level 3 completion.
- Overall 5 to 7 years of experience in Safety/HSE within Oil & Gas, EPC, construction, or industrial sectors.
- Previous work experience in the Gulf region, particularly Saudi Arabia, is mandatory.
- Experience on Oil & Gas projects is required.
- Familiarity with Saudi Aramco or other client-specific HSE standards is highly valued.
- Academic qualifications: Diploma or Bachelor's degree in Safety, Occupational Health & Safety, Engineering, or related disciplines.
- Solid understanding of Permit to Work systems, Risk Assessments, JSA/JHA, HIRA, Incident Investigation, and Emergency Response protocols.
- Strong verbal and written communication along with reporting capabilities.
Preferred Certifications
- Certified NEBOSH IGC Level 3 (mandatory).
- Additional credentials such as IOSH or OSHA certifications are advantageous.
- Any other related HSE certifications will be considered a plus.
Additional Notes
Candidates lacking a minimum of 3 years of Safety/HSE experience following NEBOSH IGC 3 certification will not be considered. Interested applicants should prepare their updated CVs accordingly.
