Key Responsibilities

• Lead by example to ensure Health, Safety, Security, Environment, and Quality (HSSEQ) objectives and targets are successfully met.
• Ensure the project is delivered safely, sustainably, on schedule, within budget, and handed over at a quality standard that provides best value to the owner and stakeholders.
• Advise on HSSE matters to ensure the Project HSSE Management System is fully integrated into project execution plans.
• Closely supervise EPC contractors to guarantee alignment with project HSSE goals.
• Provide leadership to Project Management Consultant (PMC) HSSE staff, EPC contractors, and their teams.
• Promote a strong safety culture by championing behaviors and engagement activities among all project participants.
• Identify, assess, and resolve HSSE issues arising during the EPC phase.
• Coordinate with PMC Construction Engineers across disciplines to manage HSSE-related tasks during construction.
• Ensure EPC contractors establish, maintain, and apply the project HSSE procedures effectively.
• Support PMC team by advising on HSSE questions and collaborating in setting and pursuing HSSE objectives.
• Observe and support HSSE audits undertaken by EPC contractors.
• Report Non-Conformance Reports (NCR) and observations to Project Management and EPC contractors.
• Verify EPC HSSE personnel qualifications are appropriate for assigned tasks.
• Ensure the project's HSSE plan for EPC contracts is properly implemented.
• Review the EPC Contractor's Project Execution Plan to confirm inclusion of relevant HSSE requirements aligned with project standards.
• Confirm vendors’ and subcontractors’ HSSE systems are assessed and comply with project HSSE standards.
• Ensure EPC contractors maintain a robust system for HSSE record keeping.
• Assist PMC Management with investigations into HSSE issues and communicate findings appropriately.
• Provide regular performance feedback to project management and stakeholders, including lessons learned documentation.
• Monitor HSSE performance of EPC contractors and subcontractors throughout project phases.

Required Qualifications and Experience

• Diploma or equivalent qualification from a recognized institute.
• At least 10 years of experience in the oil & gas or petrochemical sectors, with a preferred minimum of 5 years working in the GCC region.
• Relevant technical certifications or training will be provided as needed and applicable.
