QHSE Officer

Job Overview

We are seeking a dedicated QHSE Officer to join our team in Jubail, Saudi Arabia, to enhance and oversee Quality, Health, Safety, and Environment standards within Facilities Management operations. This full-time, on-site role focuses on ensuring the highest levels of safety, quality, and regulatory compliance across active project sites.

Key Responsibilities

• Perform routine QHSE inspections, walkthroughs, audits, and compliance checks on Facilities Management project sites.
• Oversee the enforcement and verification of HSE policies, including risk assessments, permits, and method statements.
• Detect and report unsafe behaviors, hazardous conditions, quality issues, and instances of non-compliance, ensuring corrective and preventive measures are implemented thoroughly.
• Lead investigations on incidents, accidents, near-misses, and non-conformances, producing detailed and accurate reports.
• Maintain comprehensive QHSE documentation such as inspection logs, audit findings, training records, and compliance tracking databases.
• Conduct safety briefings, toolbox talks, awareness initiatives, and on-site QHSE training sessions to foster safety culture.
• Collaborate closely with operations staff, maintenance teams, supervisors, subcontractors, and clients regarding all QHSE matters.
• Ensure adherence to Saudi regulatory requirements, company policies, and client-specific QHSE guidelines.
• Monitor compliance with personal protective equipment usage, work-at-height precautions, electrical safety protocols, housekeeping, waste management, emergency readiness, and permit-to-work processes.
• Assist in internal and external QHSE audits and help address findings within set deadlines.
• Encourage a proactive safety mindset and maintain strict QHSE discipline among all site personnel.
• Provide management with regular updates on QHSE performance and suggest improvements to enhance safety and quality standards.

Candidate Requirements

• A Diploma or Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, Quality Management, or a related discipline.
• At least 3 years of practical experience in QHSE or HSE roles, preferably within Facilities Management, Integrated Facilities Management, Operations & Maintenance, or similar maintenance and building services environments.
• Solid understanding of site safety practices, risk assessment techniques, incident and accident reporting, audit procedures, and corrective action processes.
• Preferably hold professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001, ISO 9001, or ISO 14001.
• Excellent communication and interpersonal skills to effectively liaise with diverse project teams, subcontractors, and clients.
• Competency with Microsoft Office and report writing.
• Readiness to work on-site and to travel or relocate across different project locations within Saudi Arabia as necessary.
