Job description
Position Overview
Based in the National Capital Region, the Proposal Manager plays an essential role in the success of bid submissions by organizing and managing the proposal process to ensure compliance, timeliness, and alignment with client and internal standards. This position involves coordinating stakeholders, overseeing content creation, leading teams throughout the bidding phases, and maintaining strict quality controls to maximize the competitiveness of final proposals.
Key Responsibilities
- Lead the Proposal Management activities, ensuring adherence to internal processes and governance frameworks.
- Guide bid teams from project initiation to compliant bid delivery.
- Create and maintain bid plans and timelines securing necessary sign-offs and approvals.
- Organize and schedule meetings involving various stakeholders and teams.
- Coordinate the development and management of proposal content and requirements.
- Lead status meetings with clear communication, track actions, and ensure timely follow-ups.
- Identify and escalate issues promptly to guarantee swift resolution.
- Evaluate rated responses and improve curriculum vitae content for proposals.
- Conduct competitive analysis and market research relevant to bids.
- Keep up-to-date and accurate records related to the proposal process.
- Provide backup support for procurement research, document formatting, and document management as needed.
Qualifications and Experience
- At least 5 years of experience with federal government RFx activities; project management experience will also be considered.
- Strong project management capabilities and acute attention to detail, with 3 to 5 years of relevant experience.
- Advanced proficiency in MS Word and general MS Office applications.
- Subject matter expertise in proposal and RFP best practices or equivalent project management success.
- Highly skilled in using matrices and gridding techniques to deliver organized and compliant government proposal responses.
- Ability to work collaboratively across functions while managing several priorities effectively.
- Exemplary organizational skills and meticulous attention to detail.
- Positive, adaptable, and team-oriented mindset with a readiness to work within multidisciplinary groups.
- Self-driven and able to work independently.
- Strong verbal and written communication skills.
