Project Manager / Business Analyst

Role Overview

Join the Information Systems Applications Department at the Urban Redevelopment Authority of Singapore as a Systems Analyst, focusing on maintaining and enhancing the digital platforms supporting carpark operations used by thousands daily. This multifaceted role blends technology, business analysis, and project management, offering a broad spectrum of experience across systems operations and cross-functional collaboration.

Key Responsibilities

• Manage the full lifecycle of carpark management system projects, including business case development, execution, and deployment phases.
• Supervise system upkeep, feature enhancements, and migration efforts, ensuring timely delivery and adherence to quality standards.
• Assess costs related to application development and review IT solutions before advising management.
• Engage closely with business stakeholders to translate operational requirements into clear digital services.
• Coordinate with third-party vendors and hold them accountable for delivering quality outputs.
• Collaborate with UX designers and infrastructure engineers to build secure, user-friendly solutions.
• Oversee daily system operations, troubleshoot technical and functional issues promptly.
• Review security vulnerability reports and conduct IT audits in line with IM8 policy standards.
• Compile and present incident reports, audit findings, and regular internal IT updates to leadership.
• Identify and implement opportunities to optimize and digitize business processes.
• Adapt to dynamic project workflows and operational demands as needs evolve.

Required Skills and Experience

• At least two years' experience in IT systems operations within project management or business analysis roles.
• Knowledge of IM8 guidelines and IT governance frameworks.
• Familiarity with one or more technology stacks: Java with Spring Boot, React, Azure Cloud; or Java with Spring Core, JBoss EAP, Camel, ArcGIS; or Java with Spring, Hibernate, Oracle/WebLogic.
• Experience with Agile and/or DevOps methodologies is a plus.
• Certifications such as CITPM, COMIT, PMP, or Certified ScrumMaster are advantageous.
• Strong analytical abilities; capable of deconstructing complex technical and business challenges.
• Excellent communication skills for effectively explaining IT topics to both technical and non-technical audiences.
• Proven experience managing vendors and driving project outcomes efficiently.
• Comfortable working at the intersection of technical and business functions.
